75F40126Q135704 1 of 15 This is a combined synopsis/solicitation for commercial services prepared in accordance with the Federal Acquisition Regulation (FAR) RFO Part 12, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation number is 75F40126Q135704. This solicitation is issued as a Request for Quote (RFQ). The associated North American Industry Classification System (NAICS) code for this acquisition is 811210 – Electronic and Precision Equipment Repair and Maintenance; the applicable Small Business Size Standard is $34 million. This requirement is solicited as a small business set-aside; only small businesses under the applicable NAICS may submit a quote. Background/Requirement The mission of the Food and Drug Administration (FDA) Center for Biologics Evaluation and Research (CBER) is to oversee biological products intended for human use in accordance with relevant federal legislation, including the Public Health Service Act. CBER aims to promote the safe and proper utilization of biological products while offering public information that supports the Federal Food, Drug, and Cosmetic Act. By ensuring that biological products are safe, effective, and accessible to the public, CBER plays a crucial role in protecting and advancing public health. The Division of Veterinary Services (DVS) is responsible for supporting all aspects of FDA’s laboratory animal care and use program activities on the FDA’s White Oak campus. DVS administers a comprehensive set of animal-related services, providing humane care and wellbeing for small and large research animals. CBER/DVS has a requirement for a comprehensive one-time diagnostics, mechanical repair, component installation, and certified safety validation service for fifty (50) existing Allentown Caging Company Allentown NexGen Ecoflo blower supply and exhaust motors. The supporting equipment inventory is made up of the following advanced technological features and modules: 1. Supply Blower Units: Microprocessor-controlled airflow filtration supply assemblies featuring Allentown NexGen Ecoflo blower supply motors. 2. Exhaust Blower Units: Integrated containment and negative pressure exhaust motor subassemblies featuring Allentown NexGen Ecoflo blower exhaust motors. 3. Control Interfaces: Advanced electronic control panels with specialized airflow algorithms calibrated specifically to Allentown NexGen Ecoflo motor dynamics. Due to the daily 24-hour use, increase in small animal research and specific research animal housing and safety requirements, the White Oak Animal Program (WOAP) is currently in great need for Allentown NexGen Ecoflo blower supply and exhaust motor service/repairs for 50 existing supporting caging equipment supply and exhaust blower motor units with advanced technological features. This service was last performed in 2021 on some, but not all 50 units. The instrument modules are critical lab safety assets that shall be maintained in strict accordance with manufacturer specifications to ensure uninterrupted operational performance and Biosafety Level 1 and 2 (BSL- 1/2) compliance. -- 1 of 15 -- 75F40126Q135704 2 of 15 Period of Performance: The Period of Performance for this requirement shall be a single, non- recurring commercial service period beginning on or about 09/01/2026. All diagnostics, on-site mechanical repairs, parts installations, and final airflow balancing for the fifty (50) Allentown NexGen Ecoflo blower supply and exhaust motors shall be fully completed within 90 days from the official date of contract award. Schedule of Supplies or Services and Prices/Costs. Item #1: Service, Repair, and Certification of Allentown Blower Units, all inclusive price One-Time Comprehensive Diagnostics, OEM Parts, Mechanical Repairs, and Airflow Balancing Services for fifty (50) existing Allentown NexGen Ecoflo blower supply and exhaust motors. The firm-fixed unit price shall be fully inclusive of all necessary replacement parts, electronic testing tools, on-site certified labor, final installation, calibration, and all associated travel or per diem fees. The Contractor’s fixed unit pricing shall be fully inclusive of all necessary replacement parts, specialized electronic testing tools, on-site certified labor, final system installation, mechanical calibration, and all associated travel or per diem fees. The Government shall not accept separate invoicing for travel, mileage, or diagnostic truck fees. 2. To maintain strict biosafety containment integrity and prevent the voiding of system certifications, all replacement components, internal electronics, fans, and digital control boards utilized during repairs shall be original equipment manufacturer (OEM) factory-original components sourced directly from Allentown Caging Company. Remanufactured, third-party, or “or equal” internal blower components shall not be acceptable. All component replacements must be fully compatible with Allentown NexGen Ecoflo blower supply and exhaust motors. 3. The fifty (50) existing blower units feature advanced technological microprocessor-controlled airflow algorithms. The Contractor shall possess the proprietary factory software or certified diagnostic interfaces required to interface with, reprogram, update, and calibrate the electronic control panel interfaces to ensure precise airflow delivery to the Allentown NexGen Ecoflo -- 2 of 15 -- 75F40126Q135704 3 of 15 systems. 4.
