No.: 510-207-2929 3.0 PROJECT DESCRIPTION: Provide all services necessary to install solar panels on the USDA- ARS SWRC building at 2000 E. Allen Road, Tucson, Arizona in accordance with the AE designed construction drawings and specifications dated March 2026 by AJC Architects/Engineers. PROJECT REQUIREMENTS: Contractor shall provide and maintain all necessary guards, lights, barricades, etc., to protect persons, property, and materials in and around the site. Do not disturb hazardous materials and report condition immediately to the Contracting Officer’s Representative (COR) regarding potentially hazardous conditions that are uncovered. Stop work in the area of the questionable material or condition until identification and direction is provided. The Contractor’s work shall adhere to the criteria stated within these project requirements, drawings, and specifications. All construction shall comply with applicable federal, state, and local code requirements as well as current industry standards, (i.e., IBC, NEC, NSPC, NFPA, EPA, ASTM, GSA, AASHTO, etc.) and health and safety codes, in effect at the time of contract award. Materials and Installation shall meet the applicable sections of the Uniform Federal Guide Specifications (UFGS). The UFGS specifications can be found on the listed on the Whole Building Design Guide Construction Criteria Base UFGS page at: https://www.wbdg.org/dod/ufgs. The Contractor’s work shall adhere to the criteria stated within these project requirements, drawings, and specifications. All construction shall comply with applicable federal and local code requirements as well as current industry standards, (ie: IBC, ASTM, etc.) and health and safety codes, in effect at the time of contract award. Payment, bid or other bonds may be required per the Contracting Officer’s bid package. Obtaining and the cost of these bonds is the responsibility of the Contractor. Proof of Insurance is also required. Shutoff of utilities, if required, shall be scheduled no less than ten working days in advance. The Contractor may be responsible for visiting the site prior to submitting a bid to observe existing conditions, see Contracting Officer’s bid package. No compensation will be provided for conditions that would be visible during an on-site visit for persons experienced performing this type of work. Clean up all debris from construction site once job is completed. Building will be occupied while construction is ongoing, unless safety requirements dictate the building to be vacated. Contractor will schedule work with location to allow location to meet current research needs. 4.1 Background & Site Description: The SWRC is a new building recently constructed and occupied. Located on the ARS campus at 2000 E. Allen, Tucson, AZ. 4.2 Bid Schedule: Provide all labor, equipment and materials to perform the work as described in the contract construction drawings and specifications dated March 2026 and Schedule of Items Description Units Quantity Total BASE BID CLIN 1) LS 1 OPTION 1 (CLIN 2) LS 1 4.3 Description of Work: Refer to contract drawings and specifications. 4.4 Government Furnished Equipment\Services Government will furnish a reasonable amount of electricity and water. 5.0 GENERAL REQUIREMENTS: 5.1 Permits: Where governing regulations and imposed codes and standards require notices, permits, licenses, inspections, tests, and similar items or actions in order to lawfully proceed with the required work, the Contractor shall obtain items and take those actions in accordance with the regulations of the governing authority. The costs of such permits, licenses, inspections, etc., are the obligation of the Contractor. Existing Installations / Demolition: Contractor shall modify existing installations as needed to accommodate the new installation. Contractor shall coordinate modification of existing installations with Government. All disturbances of existing systems shall be thoroughly coordinated with the Government to prevent disturbances that might jeopardize on-going operations and research. Government reserves the right to retain any equipment / materials removed as part of the scope of work. Contractor shall coordinate any equipment / materials to be retained with Government prior to starting demolition operations.
