Radio Frequency (RF) synthesizer
Background/Purpose:
The research work of the National Institute of Standards and Technology (NIST) Microsystems and Nanotechnology Division within the Physical Measurement Laboratory includes the development of electro-optic devices for applications in quantum sensing and timekeeping. To support this research, a RF synthesizer is required. This system must be able to synthesizer sinusoidal RF signals across frequencies from 10 MHz to 20 GHz, and must have low phase-noise performance.
Minimum Requirements
The Contractor shall provide a Firm Fixed Price quotation for a RF synthesizer. This system must meet or exceed the technical specifications listed below. All items must be new. Used or remanufactured equipment will not be considered for award. Experimental, prototype, or custom items will not be considered. The use of “gray market” components not authorized for sale in the U.S. by the proposer is not acceptable. All line items shall be shipped in the original manufacturer’s packaging and include all original documentation and software, when applicable.

Technical Specifications:
System must provide two independently tunable RF output channels (each channel must provide independent control of frequency, phase offset, and amplitude)
The two channels must be phase coherent with respect to each other
The first channel must provide output frequencies between 10 MHz and 6 GHz. A higher maximum frequency is allowable if the specified phase noise performance in specification #5 below is met.
The first channel must provide a user-determined output power between -110 dBm (or smaller) and 15 dBm (or higher), with a resolution of 0.01 dBm.
The first channel must achieve the following single sideband (SSB) phase noise requirements:
For a 10 MHz signal: <-117 dBc/Hz a 1 Hz offset, <-162 dBc/Hz at a 10 kHz offset
For a 500 MHz signal, -80 dBc/Hz at a 1 Hz offset, <=-145 dBc/Hz at a 10 kHz offset
For a 6 GHz signal, -59 dBc/Hz at a 1 Hz offset, <=-130 dBc/Hz at a 10 kHz offset
The second channel must provide output frequencies between 10 MHz and 20 GHz. A higher maximum frequency is allowable if the specified phase noise performance in specification #8 below is met.
The second channel must provide a user-determined output power between -50 dBm (or smaller) and 16 dBm (or higher), with a resolution of 0.01 dBm
The second channel must achieve the following single sideband (SSB) phase noise requirements:
For a 10 MHz signal: < -112 dBc/Hz at a 1 Hz offset, <-160 dBc/Hz at a 10 kHz offset
For a 500 MHz signal <-80 dBc/Hz at a 1 Hz offset, <-148 dBc/Hz at a 10 kHz offset
For a 6 GHz signal: <-60 dBc/Hz at a 1 Hz offset, <-135 dBc/Hz at a 10 kHz offset
For a 12 GHz signal: <-52 dBc/Hz at a 1 Hz offset, <-138 dBc/Hz at a 10 kHz offset
For a 20 GHz signal: <-48 dBc/Hz at a 1 Hz offset, <-118 dBc/Hz at a 10 kHz offset
The frequency resolution for both channels must be 0.001 Hz or smaller
The warm-up time for the system must be < 30 minutes after powering it on.
The system must provide two reference output channels (sinusoidal waveforms), one operating at 10 MHz and one operating at 100 MHz. The output power for the reference channels must be at least 2 dBm.
The system must accept a reference input operating at 10 MHz or 100 MHz frequency, with power between 0 dBm and 10 dBm, and either sinusoidal or square wave waveforms.
Overall system must come with at least a 12-month warranty
Deliverables:
Delivery shall be FOB destination and shall occur within 140 days.
FOB Destination means: The contractor shall pack and mark the shipment in conformance with carrier requirements, deliver the shipment in good order and condition to the point of delivery specified in the purchase order, be responsible for any loss of and/or damage to the goods occurring before receipt and acceptance of the shipment by the consignee at the delivery point specified in the purchase order; and pay all charges to the specified point of delivery. The contractor shall deliver all Line Items to:

Inspection and Acceptance
In addition to the inspection and acceptance terms articulated in 52.212-4, the Government reserves the right to perform performance tests and evaluations to verify specified system performance. Such tests and evaluations, if performed, shall be conducted within the environment that the system is to be operated. The Contractor has the right to be present during the tests and evaluations, if performed, at the Contractor’s expense.
Installation
Installation will be completed by the purchaser/Technical Point of Contact (TPOC).
Training
No in-person training is required. The vendor will provide any relevant videos, operating manuals, and other materials needed to use the equipment.
Warranty
The contractor shall warrant the system and provide support for a minimum of one year after acceptance of the RF synthesizer and shall be in accordance with terms in FAR 52.212-4.
Payment Schedule
The Contractor shall be paid, in accordance with Net 30-day payment terms, upon receipt and acceptance of a proper invoice, in accordance with the following schedule:
100% after receipt and acceptance by the TPOC of fully delivered system
The Government anticipates inspection will occur within two weeks of system delivery
NOTE: Partial shipments and partial invoices will not be accepted, unless otherwise requested and accepted by the Contracting Officer prior to award offer. Proposed payment schedules shall be submitted with vendor’s response to the RFQ for consideration.
