Performance Word Statement (PWS) Riverside National Cemetery License Plate Recognition (LPR) Platform 7/15/2025 BACKGROUND Riverside National Cemetery (RNC) is one of the largest and busiest national cemeteries in the United States, requiring enhanced situational awareness and security monitoring across multiple access points, parking areas, and operational zones. To support force protection, visitor safety, and coordination with local law enforcement, RNC requires a mobile, infrastructure-independent License Plate Recognition (LPR) system capable of rapid deployment and relocation based on operational needs. OBJECTIVE The objective of this contract is for the contractor provide security surveillance and implement a turnkey mobile LPR camera trailer solution that: Enhances real-time situational awareness Supports law enforcement coordination and investigations Provides flexible, relocatable surveillance capability Operates independently of Government-owned infrastructure SCOPE OF WORK The Contractor shall furnish all equipment, software subscriptions, hardware, mobile trailer units, materials, labor, and professional services required to deliver and install a turnkey, mobile security camera trailer-based License Plate Recognition (LPR) system at RNC. 3.1 The system shall: Be fully self-contained (“infrastructure-free”) Require no permanent power or network connections Be deployable and relocatable by Government personnel Not connect to VA/NCA internal networks (VA 6500 compliance) Be compliant with applicable Federal security, privacy, and records requirements Any commercially available system meeting the stated requirements will be considered. LOCATION: Riverside National Cemetery (RNC), 22495 Van Buren Blvd, Riverside, CA. 92518. SYSTEM REQUIREMENTS: The Contractor shall provide a vendor-hosted, cloud-based LPR platform that meets the following: 5.1 Core Capabilities a) Identify vehicles by: License plate (when visible) Make, model, and color Distinguishing features (e.g., decals, roof racks) b) Function effectively even when plates are obscured or not readable 5.2 Real-Time Alerting a) Automated alerts for: Law enforcement databases (where authorized) User-defined “Hot Lists” b) Alerts delivered via: Mobile application Email SMS/text messaging 5.3 Data Analytics & Search a) Geospatial search capability (map-based queries) b) Ability to: Search by location, time, and vehicle attributes Identify repeat visits to specific locations Identify vehicles frequently associated with one another c) Ability to define: Geofenced areas Points of interest 5.4 Interoperability a) System shall support secure data sharing and interoperability with: b) Local, county, and regional law enforcement LPR systems c) Authorized partner agencies 5.5 Data Access & Export a) Export formats shall include: b) CSV, XLS/XLSX, JSON, or equivalent c) Provide API or equivalent for data access integration 5.6 User Access a) Provide sufficient user accounts and permissions to meet RNC operational needs b) Role-based access control (RBAC) required c) Multi-Factor Authentication (MFA) required 5.7 Hardware Requirements – Mobile Camera Trailers: The Contractor shall provide ten (10) mobile LPR camera trailer units meeting the following: 5.7.1 Power & Connectivity a) Solar-powered with battery backup b) Cellular connectivity (LTE or better) c) No dependency on Government infrastructure 5.7.2 Camera Performance a) Capture vehicles traveling: 0–60 MPH b) Detection range: Approximately 40–70 feet c) Coverage: Minimum of two lanes simultaneously d) Operate in: Daylight and low-light/night conditions 5.7.3 Imaging Requirements a) High-resolution images sufficient to capture: 1. License plates 2. Vehicle characteristics 3. Direction of travel INSTALLATION & DEPLOYMENT 6.1 General Requirements a) Installation shall be performed by qualified and certified technicians b) Contractor shall submit an Installation Plan for COR approval prior to deployment 6.2 Placement a) Initial deployment locations will be identified by RNC b) Locations may include: 1. Entry/exit points 2. High-traffic areas 3. Parking areas 6.3 Relocation a) All units must be: 1. Easily relocated 2. Movable by Government personnel 3. Final placement and relocation shall be determined by RNC based on operational needs SECURITY, PRIVACY, AND COMPLIANCE 7.1 Privacy a) No audio recording permitted b) Privacy masking required where applicable Data Security & Criminal Justice Information Services (CJIS) Compliance The Contractor shall maintain full compliance with the current FBI CJIS Security Policy and all applicable California Department of Justice (DOJ) and California Law Enforcement Telecommunications System (CLETS) requirements. This is mandatory when handling, transmitting, storing, or providing access to Criminal Justice Information (CJI), such as data cross-referenced with the National Crime Information Center (NCIC) or the National Center for Missing and Exploited Children (NCMEC). Compliance includes: Implementing Multi-Factor Authentication (MFA) and Role-Based Access Control (RBAC) for all system users. Ensuring the system remains "infrastructure-free" and does not connect to internal VA/NCA networks. Supporting secure data sharing and interoperability with local, county, and regional law enforcement LPR systems. 7.3 Records Management All data collected by the system are considered Federal records and must be managed in accordance with 44 U.S.C. § 3301. Vendors can find specific VA records management policies by accessing the VA Publications Library, specifically the 6300 series documents.
