Statement of Work (SOW) PROJECT TITLE: Online Learning Portal for Healthcare Facility Competencies BACKGROUND/PURPOSE: The Crow Service Unit consists of three healthcare facilities: The Crow/Northern Cheyenne Hospital (a Critical Access Hospital), Lodge Grass Health Clinic and the Pryor Health Station. The Crow Service Unit is required by regulatory agencies and accreditation bodies to have current work-related competencies completed, recorded, and easily accessible in such a manner that updates and proof of completion can be efficiently accomplished. The Crow Service Unit has been utilizing an electronic Learning Management System for skill and competency evaluations, documentation, and reporting in patient care areas throughout the facility. SCOPE: The contractor shall be responsible for delivery, access, and maintenance of an interactive, online learning portal that helps the Crow Service Unit staff achieve and maintain rigorous accreditation and regulatory compliance standards, including mandatory employee education, to deliver safe, high-quality patient care. DESCRIPTION OF SERVICE: The Contractor shall provide an online learning portal that: Helps achieve and maintain rigorous accreditation and regulatory compliance standars including mandatory employee education, to deliver safe, high-quality patient care. Includes interdisciplinary clinical skills and a competency management system meant which streamlines activities to allow for comprehensive, trackable, competency completion and reporting for all Crow Service Unit staff as required by regulatory and accreditation body reviewers and surveyors. Will keep employees updated with the latest requirements and includes information for multiple disciplines/specialties. Includes mandatory trainings for all staff discuss optimal patient care and safety requirements from federal, state, and accreditation organizations, such as Centers for Medicare & Medicaid Services, The Joint Commission, Occupational and Safety Administration, and the National Fire Protection Association. The Contractor shall provide troubleshooting and customer service to support users of the online learning portal. Include any network requirements that the learning portal needs to be compatible with. APPLICABLE DOCUMENTS: 44 USC 3608: Federal Risk And Authorization Management Program - April 13, 2025 DELIVERABLES AND DELIVERY SCHEDULE: Employee Access to Online Learning Portal [At all times throughout the contract lifecycle] Certificates of Completion [Upon employee completing the course] GOVERNMENT-FURNISHED EQUIPMENT AND INFORMATION: The Government will not provide any Government‑Furnished Equipment (GFE). The Contractor will be provided limited Government‑Furnished Information (GFI) as needed to support onboarding of new Crow Service Unit personnel. This information will include the staff member’s name, email address, job title or role, and any assignment information required to establish user accounts and assign mandatory trainings within the the online Learning Management System platform. All other required staff information already exists within the previous online learning system and will need to be furnished anew by the Government. PLACE OF PERFORMANCE: Crow/Northern Cheyenne Hospital 1010 7650 E Crow Agency, MT 59022 PERIOD OF PERFORMANCE: 12-month base period with four (4) 12-month option years. Period of performance to be determined at award. SECURITY: The Contractor shall adhere to IHS OIT Security measures.
