Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in
FAR part 12, as supplemented with additional information included in this notice. This announcement
constitutes the only solicitation; proposals are being requested and a written solicitation will not be
issued.
This requirement is being solicited on a sole source basis to Space Exploration Technologies Corp.
(SpaceX). The request for Quotation (RFQ) number is N66604-26-Q-0381. The North American Industry
Classification System (NAICS) Code for this acquisition is 334220 - Radio and Television Broadcasting
and Wireless Communications Equipment Manufacturing. The Small Business Size Standard is 1250
Employees. PSC is 5340 – Hardware, Commercial.
The Government requires radio frequency circuits that need to be supported under stringent size, weight,
and power (SWaP) constraints. The SpaceX Walkman radio is the only radio that can support a subset of
the required circuits within the smallest SWaP form factor currently available. There are no other radios in
the open market that have the exact fit, form, and function as SpaceX Walkman Radio. Using a different
model would require designing, engineering, and testing a new system to the exact specifications to
seamlessly integrate and perform with the Government’s current infrastructure. This would result in
significant duplication of cost and schedule delays; therefore, this acquisition can only be obtained
through SpaceX.
The Naval Undersea Warfare Center Division, Newport (NUWCDIVNPT) intends to purchase on a Firm
Fixed Price (FFP) basis with the below CLIN structure. This solicitation is not a request for competitive
quotes. A determination not to compete this proposed requirement based on responses to this solicitation
is solely within the discretion of the Government. Quotes received will normally be considered solely for
the purpose of determining whether to conduct a competitive procurement in the future.
CLIN 0001: Walkman Block 2 radio, with antenna, Part # 02036038-block 2, QTY 40
Delivery is F.O.B. Destination, Newport, RI. The Government’s required delivery date is on or before
October 31, 2026.
In accordance with DFARS Clause 252.211-7003, the contractor shall provide a unique item identifier
(UID) for all delivered items for which the Government’s unit acquisition cost is $5,000.00 or more.
Payment is via Wide Area Workflow (WAWF)
