STATEMENT OF WORK U.S. Customs and Border Protection Narcotics Destruction 1. Background: U.S Customs and Border Protection (CBP) Fines, Penalties and Forfeitures (FP&F), Seized Property Office at the San Diego Field (SDFO) and Los Angeles Field Offices (LAFO) are responsible for providing management and oversight of seized property at the U.S. ports of entry in and around the San Diego and Los Angeles areas of responsibility respectively. Seized Property is governed by the Seized Asset Management Enforcement Procedures Handbook (SAMEPH) which mandates CBP Officers to witness the destruction of all seized Narcotics and Controlled Substances within 30 days of issuance of a disposal order. CBP FP&F for SDFO has a mission critical requirement for the safe and regulatory compliant destruction of illegal drugs, substances, illicit goods, and contraband seized by law enforcement personnel. The contractor shall allow CBP components into the facility to witness the destruction of seized narcotics and other seized material in an environmentally safe disposal system. It is important to note that CBP stores the aforementioned items, but that the exact quantity and specification of goods is indeterminate. The capacity and capability of CBP’s storage facilities to store seized items is dependent on operational tempo, and the frequency and need for destruction of items will fluctuate based on those factors. Upon reaching capacity at CBP’s storage facilities, CBP will determine when a purge of goods is necessary and will contact the Contractor to set up a delivery for incineration services to be rendered. 2. Scope: 2.1 To seek a certified incineration facility capable of safely incinerating illicit and illegal goods, materials and contraband (hereinafter referred to as “materials”) to a state of complete incineration or rendered useless. Completely Incinerated Narcotics are considered narcotics incinerated to a point that the ash generated from the narcotics incineration process no longer holds any composite of drugs. 2.2 Definition of Terms: Hard Narcotics are Cocaine, Heroin, and Methamphetamine whether dry or wet; and must reach 1,800 degrees Fahrenheit to be considered completely incinerated. High British Thermal Unit (BTU) is temperature of 1,800 degrees Fahrenheit or higher. Soft Narcotics includes Marijuana, Hashish, Steroids, Opiates, and Khat. 3. Applicable Documents: 3.1. All applicable state and Federal EPA air quality laws, rules and regulations, CBP Seized Asset Management and Enforcement Procedures Handbook (SAMEPH) Attachment 1 - Statement of Work 1 -- 1 of 7 -- 3.2. CIS HB 4400-01B, Chapter 7 Incineration 3.3. U.S. Department of Labor, Occupational Safety and Health Standards, Personal Protective Equipment 4. Specific Tasks/Requirements: Burn Process a. Historically, CBP averages 10 required burns each year to maintain space in the storage facility. However, at times CBP may require fewer or additional burns depending on storage capacity and operational tempo. b. The contractor must be capable of providing incineration services for the following materials listed in Table 1. Due to the unpredictable nature of persons smuggling illegal material, this list is not comprehensive. Confiscated material not on this list are expected to be incinerated as well but will generally fall into one of the three categories. It is the responsibility of the contractor to be aware of their incinerators capability and to submit to CBP proof that the contractor’s incinerator is capable of fully destroying not only Hard and Soft Narcotics, but also all items listed in the table below. The condition of the goods upon delivery for incineration is generally mixed. The contraband, packaging material, and personal effects will all be packaged together for incineration in either bags or pallets. These items may be soaked in gasoline or other Attachment 1 - Statement of Work 2 -- 2 of 7 -- flammable and possibly hazardous substances. The contractor must have the ability to destroy this mixture of goods for incineration. d. The Local Designated Agency Representative (LDAR) is authorized to schedule services via email or phone when a burn is needed, at least two weeks in advance. e. CBP shall be in control of transport of all goods to incineration facility. On the date incineration services are to be rendered, CBP shall require vehicle parking for up to six (6) government vehicles and two (2) 16 – 24 ft. truck. f. Contractor will provide sufficient personnel to direct or assist the movement or loading of the items through their facility and into the incineration facility. Due to the sensitive nature of the property, CBP is responsible for all labor. g. The actual unloading of goods of vehicles and loading of goods into the contractor’s incinerator shall only be done by CBP Personnel. This requires that all CBP personnel, including armed officers shall be given unrestricted access to the contractor’s entire facility, including the grounds outside the facility during the incineration process. The operation of the incinerator must be done by the contractor’s personnel. CBP prefers goods not be commingled with goods from any other source for security reasons. h. The contractor must have staff on site during incineration of CBP goods to address mechanical problems with the incinerator immediately should any occur. i. No other custome…
