INTRODUCTION 1.1. Purpose. The purpose of this effort is to obtain the services and expertise necessary for the operation and management of the DoD STARBASE Program at Patrick Space Force Base (PSFB), Florida. The Contractor shall provide all services for the management and operation of the STARBASE program in accordance with this PWS. 1.2. Background. Title 10, United States Code section 2193b(c) directs the Secretary of Defense to provide for the establishment of the STARBASE program. The goal of the program is to raise the interest and improve the knowledge and skills of at-risk youth in the areas of science, technology, engineering and mathematics. 2.0. STARBASE ACADEMY PARTICIPANTS 2.1. STARBASE Academy participation offers the majority of its assistance to at-risk-youths in the 5 th grade through coordination between the STARBASE Director, local school administrators or other alternative education providers. The STARBASE participants may be selected on the basis of: a. Racial or ethnic minority status b. Disability c. Socio-economic disadvantage d. Limited English proficiency e. Historic under-representation in science, math and technology fields f. Low academic performance 2.2. Final approval of STARBASE Academy participants shall be made by the STARBASE Director based on district application to participate in the STARBASE program, alternative education school providers, or individual or group of home-schooling families that have applied for STARBASE classes. Summer Open Enrollment classes are based on submission of applications from organizations, to include a Memorandum of Understanding (MOU). Enrollment for the summer session is on a first–come/first-served basis with the exception of priority is to be given to military dependents at the host facility. 3.0. PERFORMANCE OBJECTIVES The Contractor shall provide all services and supervision necessary for the operation of the Basic STARBASE Academy and STARBASE 2.0, as defined in Appendix C, Definitions. STARBASE 2.0 is an option for additional services and if exercised by the government, will be implemented after the first full year the STARBASE core is taught and/or after STARBASE evaluation. Services provided shall include: STARBASE program management educational instruction; instructor hiring/dismissal, supervision and evaluations and information management required to ensure successful accomplishment of the STARBASE program. Student performance will be evaluated based upon the objectives and standards set forth in the Services Summary. 3.1. Classroom Size and Instruction Time 3.1.1. The STARBASE Academy shall provide to fifth grade students a minimum of 750 contact hours per classroom each school year. On an annual basis, within each DoD STARBASE Program academy, each STARBASE unit of instructor pair and classroom will conduct at least 30 -- 3 of 20 -- CUI CUI classes during the school year each comprising of 25 classroom contact hours over a period of five days. In addition, each classroom unit is responsible for providing at least 2 weeks of classroom contact hours (20-25 hours per week) over the school’s vacation breaks . No session may exceed the classroom's designated fire code occupancy limit. 3.1.2. All STARBASE Academy classroom contact hours shall take place at Patrick SFB (PAFB) Florida, in a DoD approved facility. 3.1.3. STARBASE Academy may offer additional periods of special instruction, summer sessions, one-day workshops, community outreach and instructor training periods. These programs do not count toward the minimum of 750 contact hours per classroom each school year and must be coordinated with the COR and Contracting Officer prior to implementation. In addition, each classroom unit is responsible for providing at least 2 weeks of classroom contact hours (20-25 hours per week) over schools’ vacation breaks. Priority should be given to providing a DoD STARBASE Program opportunity to military dependents at the hosting facility.” 3.1.4. STARBASE Academy will include a minimum of four classrooms. Class sizes may range from 20-35 pupils and could vary depending on school classroom size but will be IAW DODI 1025.07 and fire code occupancy limits. Exceptions to this policy may be approved on a case-by case basis by the OASD-RA. 3.2. Topic of Instruction and Curriculum 3.2.1. The Contractor shall provide instruction which includes the following subject areas: a. Sciences - which includes chemistry and physics b. Technology – which includes innovations, navigating and mapping d. Engineering- which includes engineering design process and computer-aided design d. Math – which includes number relations, measurement, geometry, and data analysis e. STEM Careers – STEM careers on military facilities and personal investigations 3.2.2. The Contractor’s STARBASE core curriculum shall include the following and must follow the approved DoD STARBASE Curriculum: 3.2.2.1. Curriculum Priorities. The DoD STARBASE Program Core Curriculum shall: a. Follow current STARBASE DODI and DOD written guidance b. Include and support current national STEM Educational standards c.
