PERFORMANCE WORK STATEMENT (PWS)
FOR
PRARNG SEMF Crane Inspection Services
Revision 16 Jun 2026
1.0 General:
1.1 Scope: The prime contractor (henceforth referred as “contractor”) will provide all non-
personal services, labor, equipment, tools, materials, supervision, and quality control necessary,
except as specified in Paragraph 3.0 as Government Furnished, to perform PRARNG SEMF
Crane Inspection Services, as defined in this PWS.
1.2 Objectives: The objectives of this performance work statement are:
1.2.1 Conduct rigorous safety and operational inspections of seven (7) Government-owned
stationary crane systems located at Army National Guard maintenance facilities across Puerto
Rico.
1.2.2 Identify operational deficiencies, safety deficiencies, failed components, and noncompliant
conditions affecting crane operations.
1.2.3 For each crane that passes inspection and safety assessment, conduct load testing and
provide full certification documentation in accordance with applicable standards.
1.2.4 For each crane that fails inspection or cannot be load tested due to identified deficiencies,
provide a comprehensive Deficiency Correction Plan (DCP) identifying all deficiencies, required
repairs, parts with part numbers, estimated lead times, and estimated reconditioning cost. The
DCP constitutes the deliverable for non-certifiable cranes under this contract; repair services are
not within scope.
1.2.5 Provide inspection reports, load test reports, certification documentation, and Deficiency
Correction Plan in accordance with industry, Federal, Army, and National Guard standards (see
29 CFR 1926 Subpart CC, AR 385-10, DA PAM 385-10, ASME B30.2, and Puerto Rico
National Guard Safety Policies).
1.3 Background: The operational readiness of the Puerto Rico Army National Guard (PRARNG)
is being significantly impacted by the long-term non-operational status of multiple stationary
crane systems across five (5) Surface Equipment Maintenance Facilities (SEMFs) and
maintenance facilities. Seven (7) Government-owned stationary cranes, ranging in capacity from
7.5 to 25 tons, are currently without valid inspection certification. Six (6) of these cranes are in a
powered-down, do-not-operate status due to maintenance neglect, lack of current certification, or
suspected mechanical deficiency. One (1) crane (MATES Building 1033, Dearborn Crane) is
mechanically operable but lacks current certification. The actual mechanical condition of all

seven cranes is unknown prior to contractor inspection. The Government's objective is to
determine the certifiable status of each crane through professional inspection and load testing,
certify those that qualify, and obtain actionable corrective action data for those that do not, in
order to support a subsequent repair procurement.
1.4 Period of Performance (PoP): The Period of Performance will be 90 days After Receipt of
Purchase Order.
1.5 General Information:
1.5.1 Place and Performance of Services: The contractor will provide services between the hours
of 7:30 am to 4:00 pm Monday through Friday, except on recognized US holidays or when the
Government facility/installation is closed due to local or national emergencies, administrative
closings, or similar Government-directed facility/installation closings. Performance will be at
PRARNG facilities specified in Paragraph 5.0 Table 1 and Table 2. The contractor will maintain
an adequate work force for the uninterrupted performance of all tasks defined within this PWS
when the Government facility/installation is not closed for the above reasons. When hiring
personnel, the contractor will keep in mind that the stability and continuity of the work force are
essential.
1.5.1.1 Unscheduled gate closures by the Security Police may occur at any time causing all
personnel entering or exiting a closed installation to experience a delay. This cannot be predicted
or prevented. Contractors are not compensated for unexpected closures or delays. Vehicles
operated by contractor personnel are subject to search pursuant to applicable regulations. Any
moving violation of any applicable motor vehicle regulation may result in the termination of the
contractor employee’s installation driving privileges.
1.5.1.2 The contractor’s employees will become familiar with and obey the regulations of the
installation; including fire, traffic, safety and security regulations while on the installation.
Contractor employees should only enter restricted areas when required to do so and only upon
prior approval. All contractor employees will carry proper identification with them at all times
and will be subject to such checks as may be deemed necessary. The contractor will ensure
compliance with all regulations and orders of the installation, which may affect performance.
The Government reserves the right to direct the removal of an employee from Government
property or revoke access to Government systems for misconduct, security reasons, or any overt
evidence of communicable disease. Removal of contractor employees for reasons stated above
does not relieve the Contractor from responsibility for total performance of this contract.
1.5.2 Recognized Holidays: The following are recognized United States (US) holidays. The
contractor will not perform services on these days:
