STATEMENT OF WORK Headquarters OCFO Strategic Insights & Budget Division (SIB) Organizational Capabilities & Operational Strategy Training Workshop October 20-21, 2026 1. Objective/Requirements The Contractor shall deliver a 2 day comprehensive organizational development summit designed to , operational readiness, agility, and management methodologies. This training is intended to shift the organization from a reactive operating model to a proactive, future-focused posture through the structured application of the proprietary Trailblazer Blueprint , given the dynamic and expanding scope Summit 1 combines executive-only and full-team participation to establish alignment around the division's future direction and measures of success. Summit 2 involves the full team and focuses on translating that alignment into coordinated action, ownership, and execution. 2. Characteristics, Scope, and Specs The Contractor shall deliver an instructional interactive workshop using the proprietary Trailblazer Blueprint framework delivered as an Instructor-Led Training (ILT) built around five phases: Ignite, Investigate, Ideate, Illuminate, and Integrate with the following components: Operational and Organizational risk analysis and identify rapid prioritization. Apply "Future-Back" Planning. Understand how the "Press Release of the Future" technique defines clear strategic end-states before developing operational roadmaps. Execute Rapid Prioritization. Acquire skills to rapidly sort complex operational challenges (categorized as "Blockers," "Chaos," and "At Stake") to isolate high-value initiatives. Facilitate Mission Alignment. Learn techniques to generate "Focus Questions" to align diverse teams around a shared North Star vision. Conduct Risk "Pre-Mortems". Demonstrate the ability to utilize "Pre-Mortem" analysis to predict failure points, overcome cultural inertia, and foster a growth mindset. The contractor shall ensure all training delivery meets professional standards for senior executive-level instruction and achieves stated learning objectives through measurable participant outcomes.
