(4) Description .
(i) Comprehensive leadership development services to implement cultural transformation framework across the enterprise. The training shall focus on mindset-first approach not the typical skill-based training pedagogy. The services include foundational workshops, leadership training, executive coaching, strategic facilitation, all associated course materials, and the certification of internal Government personnel.
(ii) A single BPA will be award under a General Services Administration (GSA) Federal Supply Schedule (FSS).
(vi) All responsible sources may submit a quotation, bid, or proposal, as appropriate, which will be considered by the agency.
(vii) The Government’s minimum requirement is for a leadership and cultural development program based on a foundational, mindset-first approach, not a traditional skills-based one. The Arbinger Company is the sole developer, owner, and provider of the "Outward Mindset" methodology and its associated intellectual property, including copyrighted course materials (Leadership and Self-Deception, The Outward Mindset) and workshop content (DIOM, Outward Leadership). These services are unique in their approach and proprietary in their content. No other vendor is licensed or authorized to deliver this specific methodology, making The Arbinger Company the only source capable of meeting this specialized requirement.
(viii) An offeror must meet a be a GSA contract holder under the Multiple Award Schedule (MAS) Professional Services - Training, 611430 Professional and Management Development Training to be eligible for award.
