Combined Synopsis/Solicitation Industrial Wastewater Treatment Plant Supervisory Control and Data Acquisition System and Cybersecurity Upgrade Hill AFB, UT 1. This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with FAR (RFO) part 12. This announcement constitutes the only solicitation. Offers are being requested and a separate written solicitation will not be issued. Solicitation number FA8201-26-R-0015 is issued as a request for proposal (RFP) for Industrial Wastewater Treatment Plant Supervisory Control and Data Acquisition System and Cybersecurity upgrade at Hill AFB UT. 2. This acquisition is set-aside 100% for small business concerns: NAICS SIZE STANDARD 541512 $34.0M 3. Description of service to be acquired: The government contemplates an acquisition for an IWTP SCADA Upgrade that includes, but is not limited to, labor, material, subject matter expertise, management, and transportation as required to perform tasks in accordance with the SOW. a. Period of Performance: Shall not exceed 180 days from the Notice to Proceed. b. Performance of service will be at Hill AFB, Utah. 4. The provision RFO 52.212-1, Instructions to Offerors—Commercial Products and Commercial Services, applies to this acquisition. As a minimum, offers shall include— (1) The solicitation number; (2) The name, address, telephone number of the Offeror; (3) The Offeror’s Unique Entity Identifier (UEI) and, if applicable, Electronic Funds Transfer (EFT) indicator; (4) Pricing and Technical Proposal: -- 1 of 4 -- - Pricing Proposal: Pricing for each CLIN and total price to meet all requirements found in the SOW. -Technical proposal: The technical solution shall be specific and complete. Legibility, clarity, and coherence are important. The technical proposal must not be longer than 40 pages. Technical proposal must include the following. A. Hardware & Bill of Materials: The offeror must provide a preliminary Bill of Materials (BOM) or manufacturer data sheets demonstrating the proposed central server, OWS, and RTU controllers meet specifications, processing limits and hot-swappable I/O dictated by the SOW. SOW Reference – 5.0 & 7.1.1 B. Unified Platform & Software Capabilities: The offeror must demonstrate the proposed system operates on a single, unified software platform. The proposal must explicitly affirm the software is licensed for the required 100,000 I/O points, natively supports the required protocols (Modbus TCP, BACnet/IP, OPC UA), and must describe how the platform meets the HMI graphics and distinct alarm management/routing requirements. SOW Reference – 1.1.3, 6.1 & 6.3 C. Cybersecurity (RMF) Approach: The offeror must provide a methodology demonstrating their capability to engineer the system to achieve Risk Management Framework (RMF) accreditation. This must include how the software enforces security controls such as Role-Based Access, Multi- Factor Authentication (MFA), and account lockouts. SOW References – 2.2 & 2.6 D. Demolition & Outage Coordination: The offeror must outline a technical approach for safely demolishing the legacy system and executing a process switchover plan without causing unplanned process interruptions. The submittal must clearly state that only Utah-licensed and certified asbestos and lead abatement specialists will be used. SOW Reference – 3.4, 4.0 & 8.2 E. Sustainment & Key Personnel: The offeror must describe their approach to providing the required factory-certified training and how their system design allows long-term sustainment by 75 CES personnel without vendor -- 2 of 4 -- dependence. The offeror must explicitly affirm their ability to meet the 24- hour support and local parts inventory requirements. Furthermore, the offeror must submit a resume or certification proving the Lead Programmer / Site Superintendent possesses factory certification and experience in SCADA integration. The provision RFO 52.212-2 Evaluation—Commercial Products and Commercial Services applies to this acquisition. a. Evaluation factors. The Government will award a contract resulting from this solicitation to the responsible Offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The Government intends to award a Firm Fixed Price Contract based on Lowest Price Technically Acceptable (LPTA). The following factors will be used to evaluate offers: i. Price: Total price of all CLIN’s will be evaluated. Offerors will be ranked from lowest to highest. The contract will be awarded to the company with the lowest price that passes the technical evaluation. ii. Technical Evaluation: Technical evaluation is on a pass/fail basis. To be found acceptable and given a pass rating, proposals must demonstrate the ability to meet all requirements in the SOW. Only the lowest priced proposal will be evaluated for technical acceptability. The next lowest offer will only be evaluated if the aforementioned offer is not found technically acceptable (and so on). Only one award will be made under this solicitation.
