1 | P a g e Performance Work Statement (PWS) Independence Day Celebration Barrier Support Directorate of Emergency Services (DES) U.S. Army Garrison Hawaii (USAG Hawaii) 05 JUNE 2026 -- 1 of 24 -- Page 2 of 24 Vision 25ID and USARHAW will support the USAG Hawaii Directorate of Family and Morale, Welfare, and Recreation (DFMWR) by providing Soldier assistance and equipment for the annual Independence Day Celebration at Weyand Field, located within Schofield Barracks. This event historically has drawn crowds of more than 25,000 Department of Defense (DoD), and non-DoD personnel. The DES has been tasked with the event security plan. 1. Introduction Antiterrorism conducted a Special Events Vulnerability Assessment in 2026 and determined foreign terrorist organizations continue to exploit the internet to inspire, enable or direct individuals already here in the homeland to commit terrorist acts. These individuals are increasingly able to blend into the local population. Specific attack tactics have included the use of vehicles for ramming, small arms, stabbings, homemade explosives as well as taking hostages. Defense Intelligence Agency (DIA) has rated the threat level from terrorist activities as SIGNIFICANT; however, there are no credible threats specific to the U.S. Army in Hawaii or the State of Hawaii. 1.1 Mission To provide sustainable installation support and mitigate the vehicle threat, concrete barriers historically are emplaced around the event at key locations outlined in the Independence Day Celebration, Risk assessment. 1.2 Description of Services The contractor shall provide sustainable installation support, to ensure a safe environment for soldiers, family members and the military community that meet current vehicle threat deterrence, promote community well-being, and enhance security for installation critical infrastructure. 1.3 GENERAL This is a non-personal services contract to provide installation support through barrier movement as indicated in this Performance Work Statement. The Government shall neither supervise contractor employees nor control the method by which the contractor performs the required tasks. Under no circumstances shall the Government assign tasks to or prepare work schedules for, individual contractor employees. It shall be the responsibility of the contractor to manage its employees and to guard against any actions that are of the nature of personal services or give the perception of personal services. If the contractor believes that any actions constitute, or are perceived to constitute personal services, it shall be the contractor's responsibility to notify the Procuring Contracting Officer (PCO) immediately. -- 2 of 24 -- Page 3 of 24 1.4 Background There is a constraint for barrier movement because DFMWR, Physical Security and Antiterrorism, are unable to fund this liability due to regulatory guidance. Without a barrier plan, the DES would not meet mission requirements. 1.5 Objective The objective of this contract is to ensure installation support, through barrier movement to mitigate the threat to the installation identified in the risk assessment. 1.6 Scope The contractor shall provide all labor, management, equipment and transportation to pick-up, transport, emplace and remove and return between one-hundred (100) to one-hundred-thirty (130) concrete barriers identified by the DES to deter vehicle borne threats. Contractor shall pick-up the barriers from 1944 Higgins Road Schofield Barracks East Range adjacent to Logistics Readiness Center (LRC) and deliver to Weyand Field Schofield Barracks. A government POC will be onsite at the delivery destination. 1.6.1 Period of Performance The period of performance shall be 25 June 2026 through 14 July 2026. 1.7 General Information 1.7.1 Recognized Holidays. The contractor will be required to perform service on the 4th of July 2026, Independence Day. 1.7.2 Hours of Operation: Normal workdays are Monday through Friday except federal holidays. Regular duty hours are from 0800 to 1630 daily. The contractor will be allowed to perform services on Saturday the 4th and 11th of July with no additional cost to the government. 1.7.3 Place of Performance: The work to be performed under this contract will be performed at Schofield Barracks located on the Island of Oahu, Hawaii . 1.7.4 Physical Security: The contractor shall be responsible for safeguarding all government equipment, information and property provided for contractor use. At the close of each work period, government facilities, equipment, and materials shall be secured. 1.7.5 Contracting Officer Representative (COR): The COR will be identified by separate letter. The COR monitors all technical aspects of the contract and assists in contract administration. The COR is authorized to perform the following functions: assure that the Contractor performs the technical requirements of the contract: perform inspections necessary in connection with contract performance: maintain written and oral communications with the Contractor concerning technical aspects of the contract: issue written interpretations of technical requirements, including Government drawings, designs, specifications: monitor Contractor's performance and notifies both the Contracting Officer and Contractor of any deficiencies; coordinate availability of -- 3 of 24 -- Page 4 of 24 government furnished property, and provide site entry of Contractor personnel. A letter of designation issued to the COR, a copy of which is sent to the Contractor, states the responsibilities and limitations of the COR, especially regarding changes in cost or price, estimates or changes in delivery dates.
