DISTRIBUTION: DoW COMMUNITY ONLY 1ST RECONNAISSANCE BATTALION Tactical Combat Casualty Care – Advanced Medical Training 1. Background: Tactical Combat Casualty Care (TCCC) for Combat Life Savers (CLS) with live patient models (LPM) is a high priority for Marine Corps Forces in support of trauma training. To mitigate loss of life and severity of injury on the modern battlefield, all combatants and medical personnel must be proficient in the concepts of TCCC. LPM training ensures that wounded personnel receive competent care on the battlefield to reduce mortality and morbidity from potentially survivable wounds. 2. Scope: 1st Reconnaissance Battalion requires contracted support to provide its Marines and Sailors with the necessary advanced medical training for future deployments. Deployed reconnaissance forces are employed beyond the forward line of troops, making it difficult for teams to receive medical assistance during combat operations. They require advanced medical training to improve survivability and mitigate risk to mission and force during combat operations. Other TCCC training modalities (manikins, moulage, and cadavers) are complementary training aids but do not offer the advanced level of training and experience required. Currently, LPM training is the only viable option for building the required level of training within budgetary limitations. 3. Requirements. 4.1 Contractor will provide one training day of TCCC-CLS training utilizing LPM that consists of tabletop didactic instruction and dynamic scenario-based assessments IAW joint service TCCC-CLS standards. 4.2 Contractor will be responsible for familiarizing itself with all applicable laws and documents listed above and will meet requirements for conducting this training IAW DoDI 3216.01, State, and Federal regula- tions. 4.3 Contractor will be responsible for familiarizing itself with MARADMIN 421/22, the TCCC-CLS proto- cols, and the latest Joint Trauma System TCCC guidelines as published by the Committee on TCCC and provide a period of instruction that adheres to this policy. Training will be provided for 45 students with a 4:1 instructor/Subject Matter Expert: student ratio. 4.4 Contractor will utilize suppliers licensed by the United States Department of Agriculture (USDA) and accredited by the Association for Assessment and Accreditation of Laboratory Animal Care International (AAALAC). 4.5 Contractor shall maintain an Institutional Animal Care and Use Committee (IACUC) accredited by the AAALAC that conducts regular reviews and provides program oversight IAW DoDI 3216.01, State, and Federal regulations. -- 1 of 3 -- DISTRIBUTION: DoW COMMUNITY ONLY 4.6 Acceptance of the Contractor’s performance under this purchase order shall be at the discretion of the government representative based on the terms and conditions of the contract. 5. Contractor Provided SME/Instructor Minimum Qualification Requirements: 5.1 All instructors will be, at a minimum, graduates of the Special Operations Combat Medic course at the Joint Special Operations Medical Institute and have at least two years of experience working as a combat medic 5.2 Site Manager will have experience managing advanced medical training evolutions. 5.3 Contractor will provide all ancillary personnel required to conduct training IAW DoDI 3216.01, State, and Federal regulations. 5.4 Contractor shall not hire an employee of the U. S. Government if the employment of that person would create a conflict of interest. 6. Minimum Contractor Material Requirements: 6.1 Contractor shall provide all equipment and materials required for training. Trash and hazardous waste disposal in compliance with State and Federal regulations is also the responsibility of the contractor. 7. Deliverables. 7.1 IACUC Accreditation issues by AAALAC 7.2 Copy of IACUC protocols 7.3 Identification of USDA certified vendor 7.4 Course Syllabus 7.5 4:1 instructor/SME: student ratio at a minimum 8. Place and Period of Performance 8.1 The contractor shall provide training on 4 September 2026 for 45 students. 8.2 Training should last one full workday, beginning at 0800 and ending at or around 1600. 8.3 Training will occur on Camp Pendleton, CA at a range approved by Camp Pendleton Range Control. Contractor shall be responsible for all coordination and base approvals to conduct training are the re- sponsibility of 1st Reconnaissance Battalion. Vendor will be provided with the range brief, location, and a coordinated in-person site survey no less than 30 days before the training event. 9. Government provided Transportation, Items of Equipment and Materials. No transportation, equipment, or materials will be supplied by the U.S. Government. 10. Contractor Travel, Meals & Lodging. 10.1 The contractor will provide all travel, meals, lodging and incidentals for their instructors. 11.
