Page 1 of 17 U.S. Army Corps of Engineers Whitney Powerhouse SECURITY FENCE Whitney Dam 285 CR3602 Clifton, Tx 76634 1 GENERAL REQUIREMENTS 1.1 GENERAL This project is located at Whitney Lake Powerhouse, Clifton, Tx. The work includes removal and replacement of approximately 1000 linier foot of 7 foot tall woven security fence with double top mounted extension arms with 3 strands of barbed wire each. This includes 3 equipment access gates, removal of double swing gate, installation of new double swing vehicle access gate in a new location shown in the drawings, installation of 2 personnel walk-through gates, repainting of 9 light and camera poles, and incidental related work including debris removal. (1) Whitney Powerhouse • Approximately 100 feet of fence will be installed along a steep rock cliff which has been 'stair stepped' as shown in Appendix 1.3. Other portions will be installed into existing concrete, and portions will be installed into the ground. If the existing poles which are mounted in concrete remain structurally sound they may be left in place and reused. • Replacement fence and gates shall keep the original foot print and meet FE7 security fence specifications and follow the specifications in section 32-031-13.53. All reused posts and 9 existing light poles shall be properly prepared for paint as noted in Section 09 90 00 and painted with a color selected by the COR. This project is labeled from Section A through Section H as described below and on the map in Appendix 1.1. A part of Section B, all of sections E, F, and G are installed over a grounding blanket beneath the switchyard. These portions of fence must be grounded to the grounding blanket in a fashion similar to the existing grounding system. • All debris as a result of work under this contract shall be removed from federal property for proper disposal. • This facility must remain secured at all times. A temporary security fence must be installed prior to the removal of any sections of fence. Unattended breaches of the fencing shall not be permitted. • When completed all sections of fence and gates shall meet FE7 Security Fence Specifications. An example of a typical drawing located in Appendix 1.2. 1.1.1 All work shall be conducted in strict accordance with the following standards of practice: • UFC 4-022-03 - Security Fences And Gates 1.2 POINTS OF CONTACT Prior to commencement of any work being performed on site, the contractor shall participate in a Pre-work Meeting with the Contracting Officer (KO) and/or Contracting Officer’s Representative (COR). -- 1 of 17 -- Page 2 of 17 • Contracting Officer – Kimberly Logan, 817-886-1070 kimberly.a.logan@usace.army.mil • Contracting Officer’s Representative (COR) – Bryan Kiehl, 254-622-7407 , bryan.j.kiehl@usace.army.mil 1.3 PROJECT SUBMITTALS The contractor shall provide submittals for Government Approval. The Government reserves the right to require the Contractor to resubmit any item found not to comply with the contract. This does not relieve the Contractor from the obligation to furnish material conforming to the plans and specifications. It will not prevent the Contracting Officer from requiring removal and replacement of nonconforming material incorporated in the work. The Contractor shall provide a submittal register showing items of equipment and materials for which submittals are required by the specifications. This list may not be all-inclusive, and additional submittals may be required. The Contractor shall be required to update and maintain the Submittal Register at all times. Submittals shall include product data sheets, manufacturer’s installation instructions, and certification of compliance with applicable ASTM/UL standards for all materials specified in Section 2.0. 1.3.1 SD-01 Preconstruction Submittals Government approval is required for submittals with a "G" designation; submittals not having a "G" designation are for information only. When used, a designation following the "G" designation identifies the office that will review the submittal for the Government. 1.3.1.1 Quality Control Plan (QCP); G, RO The contractor shall complete and submit a Quality Control Plan. There shall be one qualified Superintendent and one qualified Contractor Quality Control (CQC) Manager. The Site Safety and Health Officer (SSHO) shall always be onsite when work is ongoing. The SSHO must meet the requirements of EM 385-1-1 Section 01.A.17. The quality control system shall consist of plans, procedures, and organization necessary to produce a product that complies with the contract requirements. Cover all construction operations, both onsite and offsite, and be keyed to the proposed construction sequence. The project Superintendent will be held responsible for the quality of work and is subject to removal by the Contracting Officer. The Contracting Officer reserves the right to conduct any inspections or perform any tests deemed necessary at any time during the execution of the contract to determine conformance with the requirements of these specifications. Superintendent and CQC Manager shall be on site while any work is being done. 1.3.1.2 Accident Prevention Plan (APP); G, RO The Contractor must prepare a written site-specific APP according to the requirements specified in the Accident Prevention Plan paragraph. In addition to other requirements, the APP shall be coordinated with and refer to the Site Access and Work Plan, specified in paragraph Site Conditions and Site Access and Work Plan, to ensure proposed equipment can be used in a safe manner and fall protection measures are in place during performance of the work. Fall protection measures shall meet the requirements of EM 385-1-1. The site-specific working conditions shall also be addressed in the Activity Hazard Analysis (AHA). 1.3.1.3 Credential of Designated Personnel; G, RO Contractor shall provide credentials for the following personnel: Superintendent, Fall Protection Competent Person, Quality
