Description – Tonto National Forest South Zone Vault Toilet Pumping services
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Part 12. This announcement constitutes the only solicitation. Quotations are being requested and a separate written solicitation will not be issued.
Solicitation number 1240LQ26Q0009 is issued as a Request for Quotation (RFQ) for Tonto NF SZ Vault Toilet Pumping Services. Contractor will provide septic collection services. Contractor will provide any and all labor, equipment, supplies, services, permits, and licenses necessary to collect, load, haul and dump septic refuse from recreation sites along with other services provided in the Statement of Work.
This acquisition is set-aside for small business concerns. The applicable North American Industry Classification Standard Code is 562991 – Septic Tank and Related Services The small business size standard is $9.0 million This acquisition is a Total Small Business Set-Aside. All responsible sources may submit a quotation which will be considered by the agency.
Contract ceiling: $450,000.00
Guaranteed minimum: $500.00 (will likely be included in the initial task order but may be issued separately)

Federal Acquisition Regulation (FAR) and United States Department of Agriculture Acquisition Regulation (AGAR) Clauses and Provisions
The clauses and provisions contained herein are applicable to any order awarded as a result of this solicitation. The terms and conditions set forth herein supersede all other terms and conditions. Acceptance of the order in accordance with (IAW) FAR 12.201-1(b)(2) constitutes acceptance of all terms and conditions contained herein.
As part of the Revolutionary FAR Overhaul (RFO), system updates may lag policy updates. The System for Award Management (SAM) may continue to require entities to complete representations based on provisions that are not included in this solicitation. Contracting officers will rely on representations from offers based on provisions in the solicitation. Entities are not required to, nor are they able to, update their entity registration to remove these representations in SAM.
The contract type resultant to this solicitation will be a single award Indefinite Delivery-Indefinite Quantity (IDIQ) type contract with firm fixed price items. Upon award of the IDIQ, task orders to fund the periods are anticipated. The Government anticipates issuing a task order for approximately a one year period based on historical spending. The Government will only pay for services rendered. If upon the end of the period funds remain, a modification to deobligate the remaining funds will be created. If additional funds are required for the period a modification to increase the funding or a separate task order for a remaining estimated number of services will be issued.
Contractors will determine a per 1,000 gallon rate for each district and provide this price on the schedule of items. Contractors will do this for the base period and option years. Volumes are estimated and the Government is not obligated to pay for more than the guaranteed minimum.

Option Period 1: 7/1/2027 to 6/30/2028
Option Period 2: 7/1/2028 to 6/30/2029
Option Period 3: 7/1/2029 to 6/30/2030
Option Period 4: 7/1/2030 to 6/30/2031
