Troubleshoot, Repair, and Replace Complete Auxiliary Panel on the Stratasys F900E Large Industrial Fused Deposition Modeling (FDM) 3D Printer

Attachment 1 Solicitation 70Z03821QK0000021 Statement of Work (SOW) 1.0 General The United States Coast Guard (USCG), Aviation Logistics Center (ALC) has a requirement for repair of Stratasys 3D printer (L2262-900) in accordance with (IAW) the original equipment manufacturer (OEM) specifications. 2.0 Requirements Performance under this Purchase Order shall be performed at: USCG ALC (IOD) 1664 Weeksville Rd. Building 100 Shop 103 Elizabeth City, NC 27909 Due to a failure in the primary HMF facility air system, water and oil contamination bypassed the facility air dryer and entered the Fortus 900 printer. This contamination fouled the printer's onboard air dryer, causing a critical system fault. The equipment warranty mandates a waterless and oilless air supply. Because the Fortus 900 is a commercial-grade system, Stratasys restricts the distribution of new, original parts to outside vendors. Therefore, OEM-certified field service engineers must perform the repair directly. The Contractor’s technical point of contact (POC) for this effort is Derek Blackford. His contact information is: Phone 252-455-5437, or by email Derek.A.Blackford@uscg.mil 2.1 Over and Above Hardware and/or Repairs If the Contractor determines that the Stratasys L2262-F900 System requires a replacement of parts, and/or additional labor hours, not already covered under this order, the Contractor shall provide a separate quote for this work. The quotation shall include a description of repairs, itemized pricing of replacement parts, hardware, and the number of labor hours required to complete the repairs. No work shall be performed until an executed modification is in place. The Contracting Officer will be responsible for reviewing the quotation. Every effort will be made to provide approval in time to allow the Contractor to complete the repair while in their custody. If this is not possible, the Contracting Officer will respond to the quotation no later than 30 days after receipt. Additional work shall not be performed until the quotation is accepted and a modification is provided by the Contracting Officer. The USCG shall not be liable for any amount expended by the Contractor in excess of the applicable firm fixed price reflected in the schedule unless prior written authorization has been given by the Contracting Officer. 2.2 Replacement Parts Parts of the Stratasys 3D printer found to be in a serviceable condition as a result of functional testing shall be reused. Missing parts and parts found to be defective or that require replacement according to the OEM’s recommendations shall be replaced with parts meeting the OEM’s specifications and drawings. Replacement parts shall be new. -- 1 of 2 -- Attachment 1 Solicitation 70Z03821QK0000021 Statement of Work (SOW) 3.0 Contractor Personnel 3.1 Qualified Personnel The Contractor shall provide personnel qualified to perform all requirements specified in this SOW. Qualified personnel shall have been trained and authorized by the OEM to perform these services. 4.0 Environmental, Safety, And Occupational Health The Contractor is solely responsible for compliance with all federal, state and local laws, including but not limited to the Occupational, Safety and Health Act (OSHA) (Public Law 91-596) and the resulting standards, OSHA Standard 29 CFR 1910 and any ALC Instructions as applicable, and the protection of their employees. Note: ALC Instructions are annotated because many of the USCG/ALC standards exceed the OSHA standard criteria. If a conflict is noted, the most stringent requirement takes precedence. The USCG shall assume no liability or responsibility for the Contractor's compliance or non-compliance with such requirements. In addition, the Contractor is required to flow down the safety requirements/specifications to all subcontracts/subcontractors. Safety requirements listed herein that do not concern Contractor’s operations or services shall be considered self-deleting as mutually agreed by the Contracting Officer and the Contractor. -- 2 of 2 --
