SCOPE OF WORK
Devlieg Mill 4W72 Machining Center Retrofit
1. Performance Work Statement (PWS):
1.1 The purpose of this Performance Work Statement (PWS) is to have an electrical
retrofit package installed on the Devlieg Mill 4W72 Machining Center located at Rock
Island Arsenal – Joint Manufacturing & Technology Center (RIA-JMTC), located in
Rock Island, IL 61299. All work performed under this contract shall be accomplished
by a qualified (as indicated in section 4) technician, or field service engineer.

3. DETAILED REQUIREMENTS:
3.1 Retrofit Fanuc 0i-MF Plus Control: The contractor shall come on site and
evaluate the Devlieg 4W72 Mill then engineer, procure, manufacture, and
install an electrical retrofit package to upgrade the Devlieg 4W72 Mill. The
contractor will make all necessary upgrades and repairs to bring the equipment
to an operational state.
3.1.1 The contractor’s evaluation and repairs shall be performed during
normal business hours: Monday through Friday, 6:00 AM – 3:30 PM
Central Time, except for Government holidays. Any exceptions to
these working hours will be authorized and agreed on by COR.
3.1.2 The contractor shall furnish all labor and tools required to perform
troubleshooting, repair, adjustments, alignments, calibration,
inspections, and certification maintenance to the equipment listed in
paragraph 2.
3.1.3 The contractor will adhere to OSHA 29 CFR-1910 Subpart S (Arc
Flash) and 1910.147 (Lockout/tagout) standards when performing
maintenance/repairs to the equipment list in paragraph 2.
3.1.4 The contractor shall install a new FANUC 0i series control with
10.4” LCD color display. Machine operators panel & MDI panel.
Flash & USB memory card ports. A model A I/O module and HSSB,
FSSB & Ethernet communication ports. And ensure enough memory
to support current part programs and Renishaw Probing software
requirements as listed in section 3.1.10.
3.1.5 The contractor shall replace servo motors with 4 FANUC AC Digital
Velocity Units for X, Y, Z and W-axes. 4 FANUC AC servomotors with

high-speed resolution absolute encoders. All axes’ motors will be
sized with torque and speed characteristics required to meet or
exceed the system currently on the machine. The vertical axis will
be equipped with an integral brake. Parameter setup and
diagnostics will be performed directly from the CNC display. All new
power and feedback cables will be installed, and existing motor
mounts will be adapted/modified for all axes as required.
3.1.6 The contractor shall interface the existing scales on the axes with
remote feedback capability that will allow interface to the existing
remote feedback systems currently on the machine (as required)
3.1.7 The contractor shall replace the current spindle motor with a new
FANUC Alphai spindle motor with drive system providing 40/50 HP
capabilities or better. Replacement of the resolver to encoder
feedback if currently on the machine. The contractor shall provide
new power and feedback cables and interface to the machine tool
as required. The contractor shall adapt/modify the existing spindle
motor and encoder mounts as required.
3.1.8 The contractor shall reuse the existing pendant arm if possible and
supply a new pendant to interface the arm assembly. This will
house the LCD color display, operator panel and miscellaneous
control devices.
3.1.9 The contractor shall provide a new handy remote box, FANUC
Manual Pulse Generator with axis select, increment select, E-stop.
3.1.10 The contractor shall integrate a Renishaw Probe System with
Renishaw Inspection Plus Software (which requires 117m memory,
34 program numbers). The Renishaw Tool Setting Probe System
with applicable interface and software (which requires 23m
memory, 9 program numbers).
3.1.11 The contractor shall provide new electrical panels for the existing
enclosures, appropriately sized for the application. New main
disconnect, fuses, control transformers, terminal strips, motor
starters, contactors, relays and push buttons. All new components
and wiring shall have labeling and meet all NEMA standards.
3.1.12 The contractor shall replace seal tight and wiring to retrofit
components. The contractor shall remove and dispose of all old
wiring, motors, and existing panels.
3.1.13 The contractor shall program the controls PLC to utilize currently

supported features and functions on the machine. The contractor
may use existing M & G codes to minimize part program
changeovers. The contractor will utilize operator messages to aid in
the operation and support of the control and for troubleshooting
assistance.
3.2 INSTALLATION, STARTUP AND DEBUG THE COMPLETE SYSTEM The contractor
shall come onsite to RIA-JMTC, located in Rock Island, IL 61299 to perform the
installation and debug of the retrofit. It is the contractor’s responsibility to give the
RIA-JMTC COR at least 30 business day notice prior to the requirement to
schedule with the least amount of disruption to production.
3.2.1 The contractor shall perform said maintenance on equipment listed
in paragraph 2 during normal business hours: Monday through
Friday, 6:00 AM – 3:30 PM Central Time, except for Government
holidays. Any exceptions to these working hours will be authorized
and agreed on by the COR.
3.2.2 The contractor shall supply all parts and tools necessary to perform
the scheduled retrofit maintenance and inform the Contracting
Officer’s Representative of any shipment tracking information.
3.2.3 The contractor shall start the system and test and debug all existing
limit switches and machine mounted devices, and cable tracks, and
verify they are integrated with the devices…
