Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.2 and FAR Subpart 13.2 (Revolutionary FAR Overhaul version), as supplemented with additional information included in this notice. The Naval Air Warfare Center Training Systems Division (NAWCTSD) has a requirement for Rapid Design, Development and Fabrication (RD2F) Lab to procure 15 Unity Industry Licenses to existing Navy account.
This is a Commercial Off-the-Shelf (COTS) firm-fixed-price (FFP) purchase order.

Basis of Award:
The Government will award a FFP contract to a Small Business Set-Aside resulting from this solicitation to the responsible offeror based on the lowest priced technically acceptable (LPTA) proposal. For the purposes of this evaluation; technically acceptability is defined as:

Meet Cybersecurity Maturity Model Certification (CMMC) Level 2 (Self) Assessment on record in the Supplier Performance Risk System (SPRS) and maintain Level 2 (Self) CMMC Requirement in accordance with DFARS Clause 252.204-7021

Offeror must be registered in SAM with the correct NAICS code, at the time of proposal receipt of quotations.
Note: The Government reserves the right to request additional information as it deems necessary. Such request shall be considered clarification. Also, all new entities registering in GSA’s System for Award Management (SAM), as well as existing registrations being updated or renewed, will require the submission of an original, signed notarized letter identifying the authorized Entity Administrator for the entity associated with the Data Universal Numbering System (DUNS) number before the registration will be activated. It is recommended that all interested parties be aware that processing this additional information may take several days and are proactive in maintaining the SAM registrations in an “Active” status as the government cannot award to an entity without an “Active” SAM registration. Quotes are due no later than 1000 Eastern Standard Time 24 July 2026. Proprietary data in the responses will be protected where so designated. Please fill out all applicable provisions and clauses.
Offeror must submit a clear and detailed proposal. Do not repeat the government's requirements. Simply stating that you will provide a feature, objective, or outcome without explaining how could negatively affect evaluation. Proposal should be logical, clear, and detailed so that evaluators can properly evaluate.
Proposal shall include any assumptions, exceptions or deviations noted.
