MEMORANDUM FOR RECORD
Subject: Performance Work Statement for Prime Power School Electrical Test
Equipment Calibration
1. General:
This is a non-personnel services contract to provide electrical test equipment
calibration. The Government shall not exercise any supervision or control over the
contract service providers performing the services herein. Such contract service
providers shall be accountable solely to the Contractor who, in turn is responsible to the
Government. The Prime Power School (USAPPS) requires calibration services for
electrical test equipment that is not supported by the US Army Test, Measurement, and
Diagnostic Equipment (TMDE) Activity. Henceforth, within this document, the terms
“TMDE” and “Equipment” are synonymous and interchangeable. The TMDE items are
located at Building 12630, Fort Leonard Wood, MO 65473.
1.1 Description of Services/Introduction: The contractor shall provide all personnel,
equipment, supplies, facilities, transportation, tools, materials, supervision, and other
items and non-personal services necessary to perform electrical test equipment
calibration as defined in this Performance Work Statement except for those items
specified as government furnished property and services. The contractor shall perform
to the standards in this contract.
1.2. Background: The USAPPS provides industry standard technical training to Army
Soldiers and Navy Seabees, enabling their ability to install, maintain, and operate utility-
grade power production and distribution systems in support of unified land operations
and humanitarian support missions worldwide. The USAPPS trains active duty and
reserve service members in the troubleshooting, construction, installation, operation,
and maintenance of low-to-medium voltage power and distribution systems in support of
the USAPPS mission. This mission-focused training prepares Soldiers and Sailors to
be safe, productive, and efficient technical specialists in a complex and dynamic
operating environment.
1.3 Objectives:
• Calibrate all test equipment in accordance with manufacture’s specifications.
• Provide a signed certificate of calibration for each piece of equipment.
• Receive, inspect, inventory, calibrate and return equipment within 14 days.

• Provide all shipping or transporting of equipment to and from the original owner’s
location.
• Provide a status update weekly on all current equipment in possession of the
contractor.
1.4 Scope: Electrical Test Equipment Calibration. Services include transporting
equipment, calibrating equipment, certifying equipment with documentation and
providing status reports to USAPPS.
1.4.1. Calibration Standards: All equipment will be calibrated in accordance with the
manufacturer’s specifications, using reference standards whose accuracies are
traceable to ISO/IEC 17025 and ANSI/NCSLI Z540-1.
1.4.2. Documentation: A signed certificate of calibration will be provided for each piece
of equipment calibrated, showing the nomenclature, manufacturer, model number,
equipment serial number, date calibrated, and date of next calibration. Calibration data
will also be provided along with the certificate for each calibrated item, detailing all test
readings recorded.
1.4.3. Timeline for Calibration: Upon receipt of equipment, the contractor will have 14
calendar days to inspect, inventory, calibrate, and then return equipment to its original
owner in their respective geographic location. The 14-calendar day window begins
when the contractor signs for the equipment. The window closes on the date the
contractor signs over the calibrated equipment to the original owner. Equipment
requiring “vendor calibration” will be reported to the POC and sent to the vendor with no
additional costs to the government without approval from the POC. Equipment that will
not be calibrated within this window, will be replaced with a “loner item” allowing us to
continue our classroom instructions and practical exercises.
1.4.4. Transportation: Initial delivery or shipping to and from respective service centers,
and return arrangements for each item having service performed, shall be the
responsibility of the Contractor. Approved IP for each item to be serviced shall include
total shipping and transportation costs to be incurred (as individual items or as a bulk
arrangement). Modification of costs to be incurred due to unscheduled repair /
replacement requirements shall be documented and presented to the designated POC
for approval before the Contractor will proceed further. The government shall not be
liable for any cost beyond that approved by the designated POC.

1.4.5. No later than 1700 hours CST every Thursday, the contractor provides a status
report for all USAPPS equipment in the contractor’s possession to the POCs listed
above. This status report will include, per serialized item: date of receipt, current
calibration status, expected return date, and pertinent issues. Exact status report format
will be discussed during the post-award kick off meeting described in Section 6.2.
