SCOPE: The Contractor shall provide all supervision, labor, equipment, parts and materials to replace a variable frequency drive (VFD) for the blower and replace the second stage compressor, condenser fan motor, blower belt, and recharge system for the HVAC system at the U.S. Coast Guard Marine Safety Detachment, Santa Barbara. The VFD itself is fully out of commission and is need of replacement. Additionally, it was discovered that the existing 2nd Stage Compressor has an oil and refrigerant leak originating at the compressor terminals and a replacement compressor is needed. The 2nd Stage Compressor fan motor and fan belt have failed and are in need of replacement. The facility named herein is located at 111 Harbor Way, Santa Barbara, CA 93109.

GOVERNMENT FACILITIES AND UTILITIES:
Electrical power is available on the site. The Contractor will be permitted to utilize these utilities in performing the work, provided that the existing systems are not overloaded.
Telephone services will not be available for use by the contractor.
Building restroom facilities are not available for use. The Contractor shall provide portable restroom facilities for use by their employees.
MATERIALS AND LOCATIONS:
Materials shall be delivered to the jobsite in their original unopened packages, clearly marked with the manufacturer’s name, brand name, and description of contents. Storage shall be in accordance with manufacturers’ recommendations in a clean, dry, well-ventilated area. Stored materials shall be protected from sunlight and kept away from excessive heat. Insulation board shall not be exposed to flame or other ignition sources. The contractor shall not store any highly flammable materials in the work area. Sufficient area for staging is available on site; storage areas will be pre-approved by the on-site representative. Special precautions shall be taken to ensure construction materials and debris does not enter the airfield, runways, or taxiways.
The Contractor is required to comply with local VOC laws and regulations. All applicable Material Safety Data Sheets shall be available upon request.
SCHEDULE OF WORK: Completion of work shall be accomplished within 14 calendar days from acceptance of submittals. The Contractor shall perform all work during normal base work hours. The facility normal working hours are 8:00 am to 4:00 pm, Monday through Friday.
EXISTING CONDITIONS: The contractor is expected to satisfy themselves as to the existing conditions and the work to be performed. The contractor shall verify all dimensions and equipment data prior to ordering materials and commencement of work. LIABILITY OF CONTRACTOR: Any damage to government property caused by the contractor shall be repaired or replaced by the contractor at no cost to the government. The contractor shall not disconnect any service without approval from the COR.
INSPECTION AND ACCEPTANCE: The COR or an on-site representative will accomplish inspection and acceptance of work.
LABOR LAWS: The Davis-Bacon Act applies to the procurement.
SAFETY: The Contractor is wholly responsible for work site safety. The Contractor shall implement a safety program that protects the lives and health of personnel in the construction area, prevents damage to property, and avoids work interruptions. To accomplish this end, the Contractor shall provide appropriate safety barricades, signs, signal lights, etc. as well as complying with the requirements of all Federal, State and Local safety laws, rules and regulations.
SITE RESTORATION & CLEAN UP: The work site shall be cleaned up at the completion of each workday. Contractor shall take special care to contain dust while working. Upon completion of the job, the Contractor shall clean up the job site, returning it to a state of cleanliness equal to or exceeding that in which it was found. The Contractor shall properly dispose of any trash, extra materials, dirt, debris, or other litter that remains. There will be no final acceptance of the contract until the on-site representative approves the appearance of the job site.
GOVERNMENT FACILITIES AND REGULATIONS: The Contractor, their employees, and any sub-contractors shall become familiar with and obey all Base/ Unit regulations. All personnel employed on the project shall keep within the limits of the work area and shall not enter any other area outside of the work site unless to do so in the performance of their duties. There shall be No Smoking in any Coast Guard Building. All smoking must be done in the designated smoking area.
CONTRACT TIMELINE: The Contractor shall provide all required information and complete this contract within this time schedule, unless approved by the Contracting Officer.

The U.S. Coast Guard will have 5 calendar days to review the submittals and respond to Contractor.
Contractor shall provide projected delivery schedule during proposal and provide a firm delivery date within 5 calendar days after the contract has been awarded.
