USCG MSRT West Pier-Side and Underway Training Vessels

STATEMENT OF WORK TITLE OF PROJECT: USCG MSRTW Pier-Side and Underway Training Vessels - FY26 Q4 1. General Information The U.S. Coast Guard Maritime Security Response Team West (MSRTW) is seeking a contractor to provide passenger ferry vessels for day and night underway training exercises. These vessels will serve as operational platforms for tactical and mission-readiness training essential to MSRTW operations. 2. Scope of Work The contractor shall provide ferry vessels that meet the specified operational requirements and facilitate training in the following areas: • Close-quarter combat tactics utilizing marking cartridge weapon systems. • Use of Chemical, Biological, Radiological, Nuclear, and Explosive (CBRNE) personal protective equipment (PPE) and training aides. • Maritime CBRNE threat response. • Marshalling procedures for personnel and equipment. • Canine detection team operations. • Tactical communications, including encrypted and real-time coordination systems. • Precision fire exercises within designated safe zones. • Boat maneuvering for high-speed and tactical navigation. • Boat insertion and extraction training. • Helicopter insertion and extraction training on designated deck areas. 3. Vessel and Facility Requirements 3.1 Vessel Requirements The contractor shall provide passenger ferry vessels that meet the following specifications: • U.S.-flagged vessels compliant with federal maritime regulations. • Vessel length: Between 150 and 250 feet. • Passenger capacity: Between 500 and 1,200. • Open deck space: Minimum of 12 feet by 12 feet for helicopter operations. • Freeboard: o 15 to 30 feet freeboard for small boat hook and climb operations. o Minimum 5 feet of unobstructed flat freeboard for personnel boarding. • At least one vessel must be capable of transiting at least 10 nautical miles offshore from Point Loma, CA. • Stable and reinforced deck areas for high-intensity tactical training. • Multiple embarkation points for rapid personnel deployment. • Onboard power sources capable of sustaining extended operations. • Emergency response and damage control systems. -- 1 of 3 -- • Enclosed bridge with modern navigation and communication systems. 3.2 Internal Space Requirements • Multiple large internal spaces suitable for: o Classroom-style instruction with tables and chairs. o Tactical and operational briefings. o Staging and gear preparation. • Various internal areas including: o Secure storage for equipment. o Adequate restroom facilities for extended training periods. o Stairwells and hallways for movement and clearance drills. • Dedicated areas for: o Bridge operations. o Engine and machinery compartments. o Passenger seating that can be reconfigured for training. o First-aid and medical response stations. 3.3 Facility and Security Requirements • Vessels shall be moored at a secured pier facility within San Diego County with restricted public access during training events. • The contractor shall provide secured parking and storage space for government vehicles and training equipment at the pier facility. 3.4 Operational & Crew Requirements • Vessels must be capable of operating underway in the South Bay of San Diego and offshore environments. • Equipped with VHF broadcasting communications equipment. • Crew must have experience supporting military and law enforcement training exercises. • Crew must be trained in damage control, emergency evacuations, and first aid. • Ability to conduct night operations and low-visibility navigation. 4. Performance Period The vendor must be able to provide pier-side and underway passenger ferry vessels in accordance with the dates and times outlined below. 4.2 Underway Dates: • 29 July 2026: 1600-2230; 500 passenger capacity ferry vessel operating 10 Nautical Miles offshore Point Loma, CA • 10 September 2026: 1730-2300; 500 passenger capacity ferry vessel operating 10 Nautical Miles offshore Point Loma, CA -- 2 of 3 -- • 11 September 2026; 1730-2300; 500 passenger capacity ferry vessel operating 10 Nautical Miles offshore Point Loma, CA • 22 September 2026: 1630-2200; 500 passenger capacity ferry vessel operating 10 Nautical Miles offshore Point Loma, CA • 23 September 2026: 1630-2200; 500 passenger capacity ferry vessel operating 10 Nautical Miles offshore Point Loma, CA 4.3 Pier Side • 21 September 2026: 0800-1600; 500 passenger capacity ferry vessel pier side, San Diego, CA 5. Submission Requirements Interested contractors must submit a proposal demonstrating compliance with the specifications outlined in this Statement of Work. Proposals should include: • Detailed vessel specifications. • Documentation of past performance supporting similar military or law enforcement training operations. • Security measures ensuring restricted access during training events. • Crew qualifications and training certifications. 6. Evaluation Criteria Proposals will be evaluated based on: • Compliance with vessel and facility requirements. • Experience and qualifications of contractor personnel. • Security measures to protect sensitive training operations. • Cost-effectiveness and overall value to the government.
