PR #: 31800PR260041642 STATEMENT OF WORK LAST UPDATED: 07/10/2026 PAGE 1/8 STATEMENT OF WORK (SOW) Audio System Upgrade Coast Guard Yard Gymnasium Building 144 Coast Guard Yard Baltimore, Maryland 1.0 GENERAL 1.1 BACKGROUND The U.S. Coast Guard Yard Morale, Welfare, and Recreation (MWR) Program operates the Columbus Recreation Center, which hosts official command functions, athletic events, training, ceremonies, recreational activities, and community programs. The existing public address (PA) audio system has exceeded its useful service life and no longer provides reliable sound quality or adequate coverage throughout the gymnasium. The Government requires replacement of the existing equipment with a modern commercial-grade audio system capable of supporting voice announcements, music playback, athletic events, ceremonies, and special events. 1.2 SCOPE The Contractor shall furnish and install a complete audio system including removal of obsolete equipment, installation of new equipment, replacement of wiring, testing, commissioning, and operator familiarization. The Contractor shall perform all work necessary to provide a fully functional turnkey installation. 1.3 OBJECTIVE Provide all labor, supervision, materials, equipment, tools, transportation, permits (if required), testing, programming, and incidental services necessary to remove the existing audio equipment and furnish and install a complete, fully operational commercial audio system at the Columbus Recreation Center. The completed system shall provide: • Uniform audio coverage throughout the gymnasium • Improved speech intelligibility • Bluetooth audio capability • Wireless microphone capability • Reliable commercial-grade operation • Expandability for future system additions 2.0 REQUIREMENTS 2.1 Mandatory Site Visit A site visit is mandatory prior to submitting a quotation. -- 1 of 8 -- PR #: 31800PR260041642 STATEMENT OF WORK LAST UPDATED: 07/10/2026 PAGE 2/8 The Contractor shall coordinate the visit with the Contracting Officer’s Representative (COR) to inspect existing equipment, verify installation conditions, and confirm all work requirements. The site visit shall include verification of: • Existing speaker locations • Existing wall-mounted hardware • Equipment rack accessibility • Existing amplifier and mixer location • Existing wiring pathways • Ceiling heights • Electrical power availability • Scissor lift requirements • Cable routing • Existing conduit utilization • Mounting conditions • Future speaker expansion routing • Any field conditions affecting installation Failure to attend the mandatory site visit may render the quotation ineligible for award. Site visits shall be scheduled during normal Government business hours. 2.2. Existing Equipment Removal The Contractor shall remove existing speakers, amplifier, mixer, microphone system, obsolete wiring, and associated hardware as necessary to complete the installation. Dispose of removed materials in accordance with applicable federal, state, and local regulations unless otherwise directed by the Contracting Officer 2.3 Furnish and Install New Equipment The Contractor shall furnish and install equipment meeting or exceeding the following minimum specifications: Speakers • Four (4) JBL 15”-2 Way Full Range Loudspeakers • Brand Name or Equal Amplifier -- 2 of 8 -- PR #: 31800PR260041642 STATEMENT OF WORK LAST UPDATED: 07/10/2026 PAGE 3/8 • One (1) Origin Acoustics • Four-Channel • 750-Watt High-Power Amplifier • Brand Name or Equal Wireless Microphones • One (1) Shure Dual Channel Wireless Vocal Microphone System • Two handheld microphones • Receiver • Required accessories Commercial Mixer • One (1) JBL Professional CSM-28 8 input 2-Output Commercial Audio Mixer • Brand Name or Equal Bluetooth Receiver • One (1) LFI USA Zen Air Bluetooth Receiver Watt Box • Eight Outlet • 400 Series Power Conditioner The Contractor shall provide all equipment required to install including a scissor lift if necessary. Any rental costs shall be included in the contract price 2.4 Speaker Wiring Replace all existing speaker wiring. Install approximately 700 feet of 14/2 white direct burial speaker cable or approved equal. All wiring shall be concealed where practical, properly supported, terminated, labeled, and tested. 2.5 Equipment Rack Reuse the existing equipment rack. 2.6 Programming and System Configuration Configure the complete system including: • Wireless microphones -- 3 of 8 -- PR #: 31800PR260041642 STATEMENT OF WORK LAST UPDATED: 07/10/2026 PAGE 4/8 • Bluetooth receiver • Mixer • Amplifier • Speaker balancing • Equalization • Gain structure • Operational testing 2.7 Testing and Commissioning The Contractor shall perform complete operational testing including: • Speaker testing • Microphone testing • Bluetooth functionality • Amplifier testing • Mixer operation • System balancing • Audio quality verification The Government shall witness final testing prior to acceptance. 2.8 Operator Training Provide one hour of onsite training covering: • System operation • Wireless microphones • Bluetooth operation • Mixer controls • Power conditioner • Basic troubleshooting 2.9 Brand Name or Equal Equipment identified in this Statement of Work establishes the Government's minimum requirements. The COR shall review maintenance reports and may conduct random inspections to verify compliance with contract requirements.
