Griesser (WPC 1116) has received a proposal from a qualified contractor for the renewal of the main and 01- deck awnings. This renewal is to replace the canvas and mesh panel covers and secure the cover to properly fit the frames. 1.2 BACKGROUND: USCGC Winslow W. Griesser (WPC 1116) is responsible for conducting multiple critical missions, including Search and Rescue (SAR), Law Enforcement (LE), alien and narcotic interdiction, and maritime safety and security operations. USCGC Winslow W. Griesser plays a vital role in protecting lives, enforcing maritime laws, and ensuring the safety and security of the waterways within its assigned area of responsibility, spanning from the Florida Straits, Atlantic Shores, Caribbean, and Gulf of America. The Coast Guard team at Station Fort Lauderdale accomplishes this through dedication to service, collaboration with local and federal partners, and leveraging best practices to adapt to evolving operational demands. 1.2.1 Pipe Dreams Marine, LLC. is the original manufacturer and the sole source and preferred vendor for Bollinger Shipyards and USCG PRO Lockport. Additionally, Pipe Dreams Marine holds a U.S. Patent for the FRC Awnings. Pipe Dreams Marine is the current, and only, Original Equipment Manufacturer (OEM) supplier of the Awnings to the US Coast Guard and Bollinger Shipyards for all vessels in the FRC Program WPC-1101 through WPC-1177. 1.3 SCOPE OF WORK: USCGC Winslow W. Griesser (WPC 1116) requires the renovation of the admin building for functionality, appearance, and overall habitability of the cutter for onboard crew members, as well as embarked detainees and/or migrants. The Department of Homeland Security (DHS) requires the U.S. Coast Guard to select vendors under Small Business Administration 8(a) Program for construction, renovation, and design services. For this action, USCGC Winslow W. Griesser (WPC 1116) homeported at Base Miami Beach, 100 Macarthur Causeway, Miami Beach FL 33139, will engage a contractor, under SBA BPA 8(a) program to replace and install the awning on the main and 01-decks. Additionally, this project will reduce maintenance issues with the current awning, as it is not protective of rain and environmental effects, enhance the readiness of crew members by protecting gym equipment, and provide an increased humane location for detainee and migrant holding. The services required include replacement main & 01 awning canvas with canvas removal and installation, cleaning & clear coat of awning frames, warranty, migrant mesh panels (Port & Starboard Outboard) with performance in Miami Beach, FL. Due to the hull undergoing the Coast Guard Recurring Depot Availability Period (RDAP), this current awning is not the correct size as it was shifted from the CGC Bernard C. Webber (WPC 1101). The removal of the current awning is essential, as it is not properly fitted to the frames on the superstructure of the ship. The services are estimated to take 2 – 2 ½ days, weather permitting. -- 3 of 5 -- 4 PART 2 REQUIREMENTS 2.1 GENERAL REQUIREMENTS: The contractor shall provide all labor, supplies, and materials necessary to remove and replace the awning. 2.2 SPECIFIC REQUIREMENTS: The contractor shall perform a replacement of the main & 01 deck awning canvas with canvas removal and installation, cleaning & clear coat of awning frames, warranty, migrant mesh panels (Port & Starboard Outboard) with performance in Miami Beach, FL. 2.3 DESCRIPTION: The above is a basic description of the proposed awning replacement plan. 2.3.1 Contractor will provide labor, materials, and equipment for repairs. Conduct proposed installations. Remove old material and clean up debris generated during repairs. BMC Stephan Mattke, First Lieutenant, and LTJG Amanda Nasti, Executive Officer, must be present during the final inspection. 2.3.2 Contractor shall clean up job site when complete, ensure all tools, consumable cleaning items are disposed of and removed from premises. The contractor shall not use Coast Guard dumpsters or any waste receptacles for disposal of debris. 2.3.3 Final Inspection and Acceptance: When the contractor has completed all the work, they shall notify the Coast Guard for a final inspection. If the work is accepted, the contractor shall submit to the Coast Guard: Contractor’s notice of completion and Contractor’s payment request. PART 3 CONDITIONS 3.1 MAINTENANCE: No list of additional supplies, other than a description of requirements, will be provided by the government. Any damage to existing ladder wells, deck, superstructure, etc. are to be repaired and blended in with the surrounding area prior to all work being considered for completion. 3.1.1 CONTRACTOR USE OF PREMISES: The Contractor will be working on an operational Coast Guard military installation. The contractor shall perform and conduct all work to minimize interference with Coast Guard operations and obey all security regulations. 3.2 WORK HOURS: The facility shall remain in operation throughout the service. Contractor access to the service site shall be limited to the following: 7:30am to 5:00pm, Monday through Friday, excluding …
