DRAFT STATEMENT OF WORK Vessel Acquisition Management (VAM) to Purchase, Reflag and Provide Custodial Services for Ready Reserve Force (RRF) Recapitalization Contract: TBD Task Order: TBD Version: 8/12/2026 TPOC: Nathan Carlos Period of Performance: 09 March 2027 – 08 March 2037(unless the Government notifies Contractor of task termination) STATEMENT OF WORK 0.0 Introduction 0.1 Provide Vessel Acquisition Management (VAM) services for the U.S. Maritime Administration (MARAD) including vessel search and selection, surveys and inspections, upgrade oversight, vessel custodial management, and operations and maintenance. 0.2 Deliver vessels to MARAD that meet USCG, American Bureau of Shipping (ABS), and SOLAS requirements for a Roll-on / Roll-off vessel to be endorsed for Coastwise service in the United States, and meeting or exceeding all technical requirements of the contract and Specifications. 0.3 Create and submit post award conference agenda one week prior to conference (Deliverable #1). 0.4 Attend post award conference as scheduled by the Government. 1.0 Section Intentionally Left Blank 2.0 Section Intentionally Left Blank 3.0 Vessel Search and Screening (Applicable to CLIN 0003) 3.1 Conduct a global market survey of specified types of vessels; (e.g.RO/RO). 3.1.1 Review the Operational Requirements Document (ORD) and confirm requirements with the Government. 3.1.2 Survey the used ship market and identify all vessels that most closely meet the ORD mandatory requirements and closely meet the ORD’s Top Level Requirement Threshold. 3.1.3 In addition to the ORD, consider acquisition cost, sister vessel availability, age, material condition and class society with Internal Association of Classification Society (IACS) status, flag status, build location, and ownership as a baseline. Rank vessels using DOD’s Preference of Page 1 of 25 -- 1 of 25 -- Features, prioritized to highlight those vessels considered with the greatest capacity or potential to meet ORD requirements and listed considerations, with particular attention to the Key Vessel Requirements. 3.1.4 Make decision report and tailorable decision matrix available to MARAD to test and filter priorities (Deliverable #2) 3.2 Identify currently available vessels or those that could be made available for acquisition. 3.2.1 Provide to MARAD a listing of all vessels in priority order identified in the initial market survey including: 3.2.1.1 Vessel name 3.2.1.2 Type of Vessel 3.2.1.3 Vessel Flag State 3.2.1.4 Vessel Classification Society and Classification Status 3.2.1.5 Vessel owner 3.2.1.6 Total Square Feet (RO/RO) 3.2.1.7 Length Overall/Beam/Draft 3.2.1.8 Propulsion Type 3.2.1.9 SOLAS E0 or ECO Class Endorsement (Y/N) 3.2.1.10 Purchase Availability Date 3.2.1.11 Offered Price 3.2.1.12 Age of Vessel 3.2.1.13 Military Useful Square Footage 3.2.1.14 Other ORD Requirements 3.2.1.15 Construction Site Location 3.2.2 Create and submit list in priority order of screening candidates (Deliverable #3). 3.2.3 Create and submit screening recommendation (Deliverable #4), using the ORD and listed considerations as a basis of priority. 3.3 Comparison of the ship capability as-is, against the ORD requirements. 3.3.1 Cross reference ORD requirements with each vessel as-is and identify which features have not been met, which features have met the Threshold, and which features have met the Objective of the ORD. 3.4 Identification of where ORD Key Performance Parameters, if needed, can be met with upgrades. Page 2 of 25 -- 2 of 25 -- 3.4.1 Using Cross Reference report, Program Manager will review ORD Top Level Requirements and ships drawings to identify where ORD requirements can be met with upgrades. 3.5 Provide a ROM estimate, including: 3.5.1 Total Acquisition Cost to meet ORD requirements 3.5.2 Cost to reflag 3.5.3 Itemized cost for upgrades to meet ORD 3.5.4 Any known items which may be delivered with the ship (on board and ashore) 3.5.5 Cost associated with activating a vessel in lay- up 3.5.6 Pro-forma daily costs for FOS or ROS 3.5.7 Create and submit Rough Order of Magnitude (ROM) estimate (Deliverable #5). 3.6 Develop initial Business Case Analysis (Deliverable #6) and submit to MARAD. BCA shall contain Prioritized listing of the vessels from which the Government will complete screening for determination of number of vessels for acquisition and include for each of the recommended vessels: 3.6.1 Most recent class survey 3.6.2 Any outstanding class recommendations 3.6.3 Port state information exchange results 3.6.4 Class endorsements 3.6.5 ROM operating costs, including costs associated with activating a vessel in layup, pro-forma daily costs for FOS or ROS 3.6.6 Prioritized listing of the vessels from which the Government will complete screening for determination of number of vessels for acquisition 3.7 Create and submit Basis of Estimate and Cost to perform CLIN 0004 (Deliverable #8). 3.8 For identified candidate vessels, provide a copy of the database from the Enterprise Management System to VAM and Integrated Program Office (IPO). 3.9 Create and submit Schedule of Testing and Inspections/ROM estimate to make final recommendation (Deliverable #9). 3.9.1 Create detailed Test Plan (survey plan) using RRF recapitalization program Vessel Survey Guide as a baseline. 3.9.2 At least three weeks prior to vessels inspection/survey, submit draft Test Plan to IPO for guidance and approval. 3.10 Provide a briefing with slides to the Government, summarizing the initial BCA.
