Statement of Work – SOW USAF 418th Flight Test Squadron (418 FLTS) / Global Reach Combined Test Force (GR CTF) B747-400 Flight Simulator May 20, 2026 1. Background The Purpose of this Statement of Work (SOW) is to outline requirement to support the USAF 418th Flight Test Squadron (418 FLTS)/ Global Reach Combined Test Force (GR CTF). The government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the contractor who, in turn, is responsible to the government. The contractor shall not perform inherently governmental functions as defined in FAR Subpart 7.5 in relationship to this SOW. 2. Objective A. Vendor is to move security Video Monitoring System (VMS) and Access Control equipment, purchased under contract from Condortech in 2021 from existing office location, Bldg. 1623, Rm 113 to Rm 104. The Security Office has grown in personnel size, and the current Rm 113 can no longer accommodate all personnel in one office. The equipment relocation is designed to bring all 418 FLTS personnel into one office to support unit overall program support, adequate coverage for monitoring VMS and Access Control, along with unit cohesion. B. Vendor will repair/replacement of Access Control Components on Bldg. 1623, Front Door (DR140, Restricted Area 6 entry (DR20) by 1st floor elevator C. Vendor will provide direct guidance, education and train JT4, LLC personnel and it subsidiaries to familiarize them with current VMS and BAS Systems, functions and structures so that future service calls cn be handled locally if possible with phone support available at a billable hourly rate, and direct in-person support if required under established rate structure outlined in Billable Service Call Pricing Policy 2026 3. Scope The scope of this effort will be to bring the contractor that originally installed the equipment, Condortech Services, Inc. (CTS), who is the subject matter expert of the components of this integrated system, and relocate monitors, peripherals, desktop computer, power supplies, wires, and any other required components, plus addition parts and or supplies that may be required to support the relocation process in Bldg. 1623, Rm 113 to Bldg. 1623, RM 104. Task is expected to require CTS 2 people for 6 days to allow appropriate time for relocation, re-installation, and testing systems to ensure functionality. CTS will Repair/Replacement of Access Control Components back to full functionality in Bldg. 1623 Front Door (DR 14) and Restricted Area 6 entry (DR 20) by 1 st floor elevator. CTS, in addition to the above, will provide training in system familiarization for future system sustainment to JT4, LLC, any required current subsidiaries during the relocation of equipment along with any repairs done as part of this contract. DRAFT -- 1 of 3 -- 4. Task Description The task will include the purchase of additional wire to support the relocation from the current office, which is approximately 150 feet from Bldg. 1623, Rm 113 to Bldg. 1623, Rm 104. The contractor shall configure the relocated equipment into new location, fully functionable and tested to ensure VMS and Access Control are operating at peak performance. 5. Responsibilities A. The contractor shall provide: 1. All management, personnel, equipment, facilities, tools, materials, supervision, and other items and engineering support services to configure and make available relocated equipment fully functionable as described in the task description at section 2. Training by Condortech to JT4 LLC and any current subsidiaries for system familiarization, future system sustainment and repairs. 3. Safety and Health Requirements: It is the contractor's responsibility to ensure its employees and managers have a comprehensive understanding of OSHA requirements. Detailed information is available on the OSHA website at http://www.osha.gov. Contractors are responsible for complying with federal and state occupational safety and health standards for their employees, except where the Air Force contractually agreed to assume responsibility. 4. Mishap Reporting. The Contractor shall promptly report pertinent facts to the Government Program Office (GPO) regarding mishaps involving government personnel or property, on or off the Air Force Installation, incidental to work performed IAW DAFI 91- 204, Safety Investigation and Hazard Reporting. Direct costs related to the mishap shall be separated from other cost and provided to the GPO and Safety Investigators. The Contractor is responsible for establishing requirements for all subcontractors who qualify as subcontractors under the resulting contract. B. The government will provide: 1. Any changes to scheduled milestones with 2 weeks’ notice. 2. Guidance on equipment location in the new Bldg. Rm 104 -- 2 of 3 -- 6. SCHEDULE AND MILESTONES A. The planned major milestones for the activities for this agreement as defined in the "Responsibilities" article are as follows: 1. Relocation of equipment within 60 – 90 days of contract signature 2.
