Questions and Answers Document Solicitation No. W912HZ26QA027 (Welding Supplies Master BPA) 02 July 2026 The following questions and answers are provided for informational purposes only: Question 1: I see that there is a price list included in the solicitation postings on SAM.gov, but my understanding of these BPAs from past experience is that pricing is requested at the time of each BPA call. Do I need to provide pricing for the full list of supplies up front? Answer 1: Yes, in accordance with the solicitation sections L and M, offerors are required to provide a completed pricing schedule (reference attachment 01). Question 2: I am inquiring about a classification on the bid for welding supplies I have listed below. So, my understanding Is this means its set aside for business with less than 1250 employees. Am I correct in this? This solicitation is set-aside 100% for Small Business. The designated NAICS Code 333992, with a small business size standard of 1,250 employees. Total Small Business Set-Aside (FAR 19.5) Answer 2: Yes, the solicitation is set-aside 100% for Small Business. Question 3: With reference to the subject RFQ, do you have any preferred brand names for the product on the list, or it could be any MFR as long as it matches the specifications ? Answer 3: No preferences except Kobelco for flux-cored wire and Esab for welding rods. QuesƟon 4: QuanƟƟes will be 1 EA? Answer 4: See pricing schedule for unit of measure. QuesƟon 5: The Ɵg wire and rods are sold in varying poundage, so quote the minimum as required by the MFR? Answer 5: See pricing schedule for unit of measure. Question 6: I have a question about the Welding Solicitation (W912HZ26QA027). Specifically, I’m referring to the Pricing Schedule List (Attachment 01). I wanted to clarify if you’re requesting a commitment to the prices for the next five years? Answer 6: The prices an offeror should submit in response to the solicitation are the prices current at the time of the solicitation. These are not firm prices that will be held for five years. -- 1 of 5 -- Rather, at each BPA call an offeror will submit their prices that are current at the time of the call. Question 7: As I'm sure you are aware, prices fluctuate based on the economy’s supply and demand dynamics. These factors can change rapidly, especially in the coming year and the years to come. Consequently, vendor quotes for items, materials, services, and so on, often include terms specifying expiration dates for the provided prices. With a fixed-priced contract, we would be obligated to adhere to the contract’s pricing terms. How would this issue be resolved? Rather, at each BPA call an offeror will submit their prices that are current at the time of the call. Question 8: Another thing to consider is what happens if we’re asked to provide items that aren’t listed in the contract, even though we could potentially provide them? Answer 8: The Government intends to place calls for items not included in the original price schedule. The Government will issue a RFQ to all BPA holders to receive pricing and award BPA Calls for items not included on the original pricing schedules but are within the scope of the BPA. Question 9: All Flux Core wire – what size spools are needed/required for the welders? We can offer 2 pound, 10 pound, 33 pound offerings in Steel application, and only a 33 pound offering for regular steel. Answer 9: Kobelco DW-50 .045, 28# spool, per pound pricing Question 10: Welding rod – what sizes would be the preferred delivery? We can offer 5 pound, 10 pound, and 50 pound packaging for use. Answer 10: See pricing schedule for unit of measure. Question 11: Mig Wire – offered in 2 pound or 16 pound spools, is there a preference? Answer 11: See pricing schedule for unit of measure. Question 12: Tig Wire – 1 pound or 10 pound containers, is there a preference? Answer 12: See pricing schedule for unit of measure. They are offered in 4 ½ inch, 5 inch, and 6 inch Answer 14: 4-1/2”, 7/8” mounting hole Question 15: Grinding Rock – the defined request needs further clarification, as the sizes can be considered to be utilized as an arbor size or a diameter size of the grinding stone Answer 15: 4-1/2”, 7/8” mounting hole Question 16: Mig Tip – What welders are being used? What brand and style of guns are being used on the welders? What amperage is generally run while welding? What flow of gas is being run? What feed rate is required for use? Answer 16: Bernard T-045 and T-035, or equivalent Question 17: Mig Nozzle - What welders are being used? What brand and style of guns are being used on the welders? What amperage is generally run while welding? What flow of gas is being run? What feed rate is required for use? Answer 17: Bernard NS-5818C or equivalent Question 18: Gas Cylinders – Are the cylinders owned by the US Army, or will they be rented? If owned, how will cylinder maintenance be handled, and who will be responsible for the maintenance? If rented, will the invoicing be needed annually or monthly?
