Dole VA Medical Center has an ongoing need to upgrade and maintain its signage and wayfinding systems to ensure Veterans, their families, and personnel can quickly and easily navigate the facility. The goal of this project is to replace all interior signage across the designated campus areas, excluding construction zones shown on the map, covering 34 buildings and approximately 477,000 square feet. This new signage will replace all the components of the existing wayfinding system, ensuring a fully functional wayfinding system by the end of the contract. The project includes the provision of graphics and wayfinding design services, removal of existing signage, procurement of new signage, and installation. The new wayfinding design will be implemented and follow the recently established Robert J. Dole VAMC sign standard, ensuring a cohesive, consistent, and interchangeable system across the Medical Center. All work must comply with Federal and Department of Veterans Affairs requirements, including adherence to ABA, NFPA, VA TIL standards, and the VA Wichita Signage Standard. This project shall be executed according to a scheduled plan for implementing the new system in alignment with VA budgets, priorities, and renovation activities. The VA Wichita Healthcare System has recently established a new Sign Standard. That approved Sign Standard shall be followed and maintained for all work under the resulting contract to ensure a consistent and interchangeable system. -- 1 of 14 -- April 20, 2026 2 Project Scope: The aim of this project is to provide comprehensive design services for interior signage and wayfinding systems across specific areas of the Robert J. Dole VAMC campus. This includes the creation, programming, manufacturing, and installation of various sign systems as needed. The Contractor must possess a minimum of 5 years experience in wayfinding design and the development and implementation of signage for substantial healthcare facilities, a minimum of 3 similar completed projects within the past 5 years, ADA/Braille fabrication certification, and OSHA-30 Certification for jobsite supervisors Given that the quantities of each type of signage are presently undetermined, the Contractor shall participate in a mandatory site visit to verify all signage requirements and determine the total quantities necessary. The VHA Network Contracting Office aims to establish a firm-fixed-price service contract. This will facilitate the efficient communication of signage needs, streamlining the acquisition process, and ensuring a consistent and cohesive signage system for the existing building that are not within the excluded areas denoted in the attached site map. The requirement includes the provision of healthcare signage, graphics and wayfinding design services, removal of existing signage, procurement of new signage, and installation of all required signage. A Contracting Officer’s Representative (COR) or Point of Contact (POC) will be designated by the Contracting Officer at the ordering level to oversee performance of the work The Contractor shall provide all labor, materials, equipment, transportation, and supervision necessary to perform the work required under each order and shall ensure compliance with all applicable safety and regulatory standards. This requirement supports VA operational needs and renovation activities and is intended to maintain a consistent, effective, and compliant signage system throughout the facility. All work shall comply with all applicable Federal and Department of Veterans Affairs regulations, including, but not limited to, ABA, NFPA, and VA Technical Information Library (TIL) standards. Interior signage shall conform to the functional requirements, finishes, and sizes approved, designed, and installed by the Department of Veterans Affairs, as depicted in the VA Wichita Signage Standard drawings. This requirement is intended to maintain a cohesive, consistent, and fully interchangeable signage and wayfinding system. Coordination with the Department of Veterans Affairs shall be conducted in accordance with VA-provided facility schedules for demolition, renovation, and construction activities. The Contractor shall be an environmental graphics design-build firm with demonstrated experience in large-scale healthcare facilities. -- 2 of 14 -- April 20, 2026 3 General Requirements: The Contractor shall provide all graphics and wayfinding design services, removal of existing signage, procurement of new signage, and installation of new signage for all portions of the existing facility that are not under construction, as identified on the map below. A. Interior Room Identification When required, the Contractor shall program, manufacture, and install new interior room identification signage or updates to existing signage. This work shall include preparation of programming documents and sign location plans, including a complete sign message schedule identifying each sign, its message, and its type. Room identification signs shall utilize an open-license application capable of automatically scaling text to fit each sign, allowing new sign inserts to be produced in-house using any standard computer and printer. B. Directional and Wayfinding Signage When required, the Contractor shall program, manufacture, and install new directional and wayfinding signage or updates to existing signage.
