STATEMENT OF WORK
Wind Tarps Installation on Building 90538

1. DESCRIPTION OF SERVICES. The contractor shall provide all management, tools,
supplies, equipment, labor and hardware necessary to install pre-purchased wind tarps for 624
Red Horse Road, building 90538, Hurlburt Field, FL, to close sides of facility and prevent
weathering of equipment and limit personnel exposure to outside elements.
1.1. The contractor shall within 30 days of award of contract:
1.1.1. Install pre-purchased wind tarps (located on-site) by modifying as needed with
grommets, etc. to facilitate their covering the building perimeter, effectively providing
a fabric wall against wind and weather. Corrosion-resistant, stainless-steel cables,
brackets, and eyelets will be used so as not to drill into any existing steel girder
support system that may cause degradation to the structure over time. Installing
eyelets into the concrete foundation to facilitate anchor points for the lower portions
of the tarps will be necessary.
1.1.2. Ensure installation includes hardware and accessories that meet or exceed
manufacturer's installation guidelines and wind-load specifications. Hardware must
allow tarps to be raised/lowered to facilitate adjustment for varying environmental
conditions in compliance with the current Florida Building Code and all applicable
Occupational Safety and Health Administration (OSHA) standards, including fall
protection requirements under 29 CFR 1926.
1.1.3. Repair and paint any modified/damaged areas resulting from the tarp installation.
1.1.4. Dispose of all excess or unused materials off base in accordance with local and
federal regulations.
1.1.5. The contractor shall review building plans/previous similar structures (STTS Tarp
Install) to ensure a long-lasting, safe and quality installation. Any modifications
required beyond the scope of this SOW must be approved by the Government.
1.1.6. The Government will ensure the movement and/or removal of equipment and items
as needed to facilitate contractor’s access to work areas.
1.1.7. Provide a one-year warranty for the work performed as described in this SOW.
2. GOVERNMENT PROPERTY AND SERVICES. There will be no Government Furnished
Property or Services provided for this effort. Wind tarps have been purchased by the
Government, and the contractor is responsible for any damage to the tarps that would cause
them to be fixed, repaired, or replaced. The Government will ensure access to the work site
and necessary utility hookups (e.g., water, electricity) required for the work.

3. NORMAL HOURS OF OPERATION. The contractor shall perform the services required
under this contract during the following hours: MON-FRI 0700 to 1600, except for federal
holidays. The contractor may work, with prior approval of the Contracting Officer, extended
hours to ensure timely completion of work at no additional cost to the government.
3.1. Recognized Holidays. The contractor is not required to provide service on the following
days: New Year’s Day, Martin Luther King Day, Presidents Day, Memorial Day,
Independence Day, Labor Day, Columbus Day, Veterans Days, Thanksgiving Day and
Christmas Day. If the holiday falls on Saturday, it is observed on Friday. If the holiday falls
on a Sunday, it is observed on Monday.
3.2. The installation shall not last more than 10 business days from start of the project. The
contractor will not be permitted to finish any work after the 10-day period and the
Contracting Officer will terminate the contract for cause for any work not acceptably
accomplished during this period. The 10-day performance period may be extended by the
Contracting Officer for excusable delays such as severe weather events that make work
unsafe or impossible.
3.3. The contractor shall have a designated Project Manager that will remain onsite for the
duration of the contract and ensure work is completed correctly and in an acceptable manner.
The Project Manager’s name and contact information shall be provided to the government
representatives onsite prior to contract installation.
4. SPECIAL QUALIFICATIONS. The contractor shall be authorized and/or certified to install
wind tarps and construction of the project type being offered, as well as any subcontractors
needed. The contractor shall provide evidence of having successfully completed at least three
projects of a similar size and scope within the last five years.
5. BASE ACCESS.
5.1. Contractor, Employee Base Pass and Identification, Special Clearances, and Vehicle
Passes. The contractor shall obtain base identification, and vehicle passes, if required, for
all Contractor personnel who make frequent visits to or perform work on the Air Force
installation(s) cited in the contract. Contractor employees are required to wear or
prominently display installation identification badges or contractor-furnished contractor
identification badges while visiting or performing work on the installation. The contractor
shall submit the employee listing the Contracting Officer no less than 3 days prior to the
performance start date and at least one day prior as changes occur. Employees with active
warrants or felonies will not be granted access to the base. Additionally, drugs of any
nature are not authorized on federal installations. If found with any drug, persons will not
be granted access to the base and will be banned from accessing in the future. This
includes Medical Marijuana where a Medical ID is present.
5.2. The Contractor Employee List. This form shall list every employee requiring base access.
Every time employees change, it shall be updated to reflect additions and/or deletions.
