GENERAL INFORMATION. 1.1. Description of Work. The contractor shall provide all personnel, labor, supervision, management, supplies, tools, equipment, parts, materials, transportation, shipping & delivery, and all other items and services necessary to provide and install a Reverse Entry Alert Detection System (READS) at the Main gate on Mountain Home AFB, Idaho. All work shall be accomplished in accordance with this Performance Work Statement (PWS), all applicable federal, state, local laws, regulations, manufacturer’s specifications, and commercial practices. 1.3. Publications. The contractor shall perform all work associated with this requirement detailed within this SOW, in accordance with the applicable publications below. The latest editions of the following publications and standards shall apply: 1.3.1. UFC 4-022-01/Entry Control Facilities 1.4. Hours of Operation. The contractor shall be available between Monday through Friday 7:00 am to 4:30 pm (local) time (MST). These are the “normal” hours of operation. Weekends or holidays shall not be counted as a business day. 1.4.1. Holidays. The contractor shall not be required to provide normal services/work during federal holidays. Federal holidays are defined as follows: New Year’s Day Juneteenth Veteran’s Day Martin Luther King’s Birthday Independence Day (July 4th ) Thanksgiving Day President’s Day Labor Day Christmas Day Memorial Day Columbus Day NOTE: Holidays occurring on Saturday will be observed the preceding Friday. Those occurring on Sunday will be observed the following Monday 2. REQUIREMENTS. The Contractor will furnish all labor, materials, tools, equipment, supplies, and supervision needed to accomplish the tasks described below. All work will be performed in accordance with all applicable OSHA, Federal, State, and local laws and regulations. If any conflicts exist between applicable regulations, the most stringent of the conflicting regulations will apply. The contractor shall install a (READS) at the Main gate on Mountain Home AFB, Idaho as indicated below: 2.1. The contractor shall install sufficient detectors to cover all outbound lanes and detect vehicles attempting to enter installation via outbound lanes of traffic. The contractor can utilize the current infrastructure in place when mounting detectors. Power exists on current infrastructure, running of electrical wiring is expected to be very limited. See diagram below for details of detection area along with current infrastructure. Detectors shall utilize wire-free -- 2 of 11 -- Solicitation Number Page 3 of 11 CUI CUI connections (ex. Radio frequency, Bluetooth, etc) to send wrong way signals to the main gate house and alarm system. Radar systems will not be accepted. 2.2. The detection system shall connect to a siren/audible alarm that is installed in the main gate house that alerts the guards that a vehicle has been detected traveling the wrong way on the outbound lanes. The siren shall be mounted on the exterior of the main gate house. 2.3. The contractor shall connect the detectors to a visual display that reads WRONG WAY that alerts the guards that a vehicle has been detected traveling the wrong way on the outbound lanes. This display shall be mounted inside the main gate house and shall be a minimum of 7" H x 34" W x 2.5" D. 2.4. Any additional equipment (e.g., CPU, control systems) will be located inside Main Gate house. 2.5. All work will be done in accordance with manufacturer’s specifications and to the satisfaction of the Government representative. 2.6. Final payment is dependent upon the Government’s inspection and acceptance of the workperformed. 2.7. Ensure all employees are licensed and qualified to perform required work. 2.9. All personnel performing work on the installation must meet and adhere to all installation entry requirements. All personnel working for the Contractor will submit required paperwork tobe issued a contractor’s badge in accordance with established requirements. All vehicles and operators will comply with base traffic laws. 2.10. Contractor shall deliver and install the system at the Main Gate (Bldg. 6410) on Mountain Home AFB ID, 83648 2.11. A warranty (of at least 5 years from final installation) that covers the entire system, to include ensuring all parts are free from defects in material and workmanship, includes replacement of defective parts (which includes all shipping). 3. SURVEILLANCE & QUALITY ASSURANCE. 3.1. Quality Control. The contractor shall employ their commercial quality control program and procedures to identify, prevent, and ensure non-recurrence of defective services. Through implementation of the contractor’s quality control program/procedures, the Government shall receive quality services meeting the requirements of this contract. All quality control records shall be kept and made available to the Government throughout the contract performance period and for the period after contract completion until final settlement of any claims under this contract. -- 3 of 11 -- Solicitation Number Page 4 of 11 CUI CUI 3.2. Quality Assurance. The Government may use various quality assurance methods to determine the contractor’s compliance with the PWS and the contract requirements in accordance with FAR Clause 52.212-4, Contract Terms and Conditions – Commercial Items (a) Inspection/Acceptance. 3.3. Re-Performance of Non-Conforming Work. Upon inspection of work, any work found to not be in accordance with this PWS/contract shall be re-performed by the contractor at no additional cost to the government. 4. CONTRACT ADMINISTRATION.
