STATEMENT OF OBJECTIVES
PART 1 GENERAL
1.01 PROJECT BACKGROUND
The Bureau of Reclamation, Upper Colorado Region, has a requirement for a progressive
Design-Build for the Pojoaque Basin Regional Water System (PBRWS) Phase 2. The Pojoaque
Basin Regional Water System (PBRWS) was authorized by the Aamodt Litigation Settlement
Act (P.L. 111-291, Title VI) (Act). The Act established several objectives with deadlines and is
being procured in phases.
• The PBRWS is to have an ultimate capacity of delivering 4,000 acre-feet per year with a
peak daily estimated demand of 6.23 million gallons per day (MGD).
• Substantial completion of the project will be the building of portions of the system that
can provide an initial anticipated demand of 2,500 acre-feet per year with components
capable of accommodating the ultimate 4,000 acre- feet per year.
• Achievement of the ultimate 4,000 acre-feet per year is to be accomplished by the adding
of equipment without the need for replacing initially built and installed 2,500 acre-feet
per year components.
• PBRWS will have the ability to transfer up to 1,000 acre-feet per year of unused water
from the lower sections of the system to a connection tee at the intersection of Bishop’s
Lodge Road and Tesuque Village Road.
• The PBRWS will provide drinking water that meets or exceeds safe drinking water act
standards.
• Water is to be supplied to users within San Ildefonso, Pojoaque, Nambé, and Tesuque
Pueblos; and a portion of Santa Fe County (a.k.a. Bishops Lodge extension).
• PBRWS Phase I is currently being constructed under contract R17PC00023.
• This contract action is undertaken within the authority of Reclamation which was
authorized by Congress for the design and construction of The Pojoaque Regional Water
System (PBRWS) within the state of New Mexico
1.02 DESCRIPTION OF WORK
A. The Project is to be designed and constructed in three phases using the progressive
design-build delivery method:
1. Design Phase: Utilize existing design drawings and WaterGEMS model
information, collect necessary additional design data, incorporate value
engineering and innovative technology to prepare design to 90% complete, as
defined herein, and develop a firm-fixed price proposal (build to budget) to
complete designs, specifications, and construct the Project.
2. Construction Phase: Complete 100% design and construction tasks, including
construction inspection services, cultural monitoring services, system disinfection,
and as-built drawings (if firm-fixed price is approved by the Owner at the end of

the Design Phase). The Construction Phase also includes incorporating specified
existing drinking water infrastructure into the Project.
3. Post-Construction Phase: Complete pump station testing, demonstration testing,
operator training and provide technical support during the initial 6 months of
Project operations (if firm-fixed price is approved by the Owner at the end of the
Design and Construction Phases). Project operations will be performed by the
County of Santa Fe on behalf of the Pojoaque Basin Regional Water Authority.
B. This contract differs from a typical design-build contract in that designs have already
been completed for this project to the 60-100% level. These designs require some
substantial revisions, returning some elements to the 0-30% level. This contract uses an
iterative design and cost-estimation process. Once all necessary revisions to the existing
design reach 30%, the contractor will produce a cost estimate. A contractor-provided
project facilitator will then use this estimate to reach consensus with the stakeholders on
which project features can be included within budget.
1. This contract intends to use an iterative approach to concurrently progress the
design detail and the construction cost estimate of the project. Typically, the
progressive design and estimate development process starts with a baseline
project definition and relatively high-level basis of construction estimates. The
consensus around best practices is to have established this baseline by at least the
30% design milestone. From that baseline forward, every iteration of the design
scope is mirrored in the construction estimate, often with some pre-established
milestones to do an even deeper dive into the numbers. For example, a project
baseline might be established at the 30% level of design. Then, as design detail is
increased, each change to scope is progressively tracked and priced. At 60%, the
current status of all changes from the baseline are totaled into a revised estimate
that will form the basis of a firm-fixed price contract for the construction phase.
Currently there is 100% design for P2S1, and 100% design for P2S2 site facilities,
100% design for P2S2 pipeline design, and 60% design (pre-utility survey) for
P2S3. There are necessary design modifications that must be considered to
advance the design to constructability. Funding and time are the limiting factors
for the project, Reclamation and the Stakeholders will work with the Design-
Builder to adjust scope to meet the project’s budget and project end date.
2. The best practice for this progressive iteration of scope and cost development is to
not progress to the next phase of design until there is agreement on the current
scope and budget. This discipline requires that project features be adjusted, owner
preferences prioritized, and construction costs verified.
3. The design-builder shall employ a project facilitator who will be responsible for
obtaining project stakeholder consensus for elements of the design that are
proposed to be included, excluded, or modified from the current design and
model.
