It has deteriorated due to age, experiences reoccurring damage and failure due to constant pressure from livestock and native ungulates, and it is not an effective fence design to prevent livestock entry into the park or allow safe wildlife passage in and out of the park. The fence to be installed is a fixed knot woven wire fence design that is more durable and effective at reducing livestock access and allows for safe wildlife passage. 1.2 Work Covered by the Contract Documents: A. Project Location: Mesa Verde National Park (MEVE) 1 Mesa Verde Mesa Verde, CO 81830 Wetherill Mesa – Montezuma County B. Work consists of: Work consists of: Removing 1.35 miles of existing boundary fence and installing 1.6 miles of new woven wire boundary fence. Removal of all old fence materials. Installation of one steel livestock gate and the repair/replacement of one “swing/flood gate” across a small wash. Work site access may be reached by the main park road to Wetherill Mesa followed by a short hike (less than 1 kilometer). A helicopter may also be used if the contractor deems it necessary. The NPS personnel will not directly supervise the contractor during the performance of the work specified; however, the project’s COR or project inspector will inspect the work and field spot visits may occur at any time. Staging areas for installation equipment and fence materials will be designated and coordinated with the COR near the project area. The use of UTV’s is not authorized on this project. See Division 05 – Fence Construction for additional details. C. All work will be performed under a single contract. D. Contractor responsible for any and all required federal, state, county or city permits related to this project. E. Period of performance: Work shall be completed within 365 days after the issuance of the Notice to Proceed. a. Clarification: The Notice to Proceed will be issued with a period of performance that is all inclusive of supply lead times, material deliveries, decommissioning, installation, -- 3 of 22 -- Page | 4 anticipated average weather days for location, final commissioning, and acceptance of completed work. The contractor will be expected to provide a project schedule with adequate critical path details to ensure all work is completed within the stated calendar days from issuance of the Notice to Proceed. If weather impacts project beyond typical average weather patterns, contractor shall provide documentation in request for additional days. 1.3 Existing Condition Protections: The cultural and natural resources of MEVE are protected. The contractor is expected to mitigate, by all reasonable means available, any impacts to cultural and natural resources in the park. The contractor shall not collect or remove any cultural or natural resources within the park during the performance of this scope of services. At least one member of the contractor’s field crew must attend park backcountry training. There must be at least one contractor crew member on-site at all times that has attended the backcountry training. Training takes approximately 3 hours and will be provided free by park staff. A. Preservation of Historical and Archeological Resources: Cultural Resources Mitigations: An archaeological survey will be conducted prior to the start of the project to identify cultural sites. If there are cultural sites along the fenceline, staging areas, or access routes, then avoidance and minimization measures will be put in place to protect them. All archeological resources found within 5 meters (16 feet) of the fence line, staging areas, and temporary access routes will be documented and flagged for avoidance. H braces and T posts will not be placed within archeological site boundaries. If it is necessary to construct a segment of the fence across an archeological site, the contractor will modify the standard fence design to minimize ground disturbance. The contractor will not dig out any existing fence braces that are within an archaeological site. Such fence braces will be cut flush with the ground and left in place, in order to minimize soil disturbance. An archeologist may be required to be on site during ground disturbing activities (e.g. digging/excavating etc). If any archeological materials are encountered, the contractor will stop construction at that location and contact the project COR or inspector immediately; construction cannot resume prior to COR approval. B. Conservation of Natural Resources Natural Resource Mitigations: Prior to any necessary vegetation removal by the contractor (if construction occurs from April 1- August 1) Natural Resources staff will survey the area for active nests and any extant vegetation containing active bird nests (species protected by the Migratory Bird Treaty Act) will be flagged for avoidance. Prior to construction initiation, a representative from the natural resource office will inspect all proposed fence lines to identify any plant species of concern. Sensitive plants will be flagged and the contractor will be informed of the need for avoidance.
