Provide high-quality completed work that maintains the performance intent established by this document. Project Location – The project location is the Auto Tour Road (Route #011) at the Madison Waterfowl Production Area. The Refuge address is the Eastern South Dakota Complex, P.O. Box 48, 23520 SD HWY 19, Madison, SD 57042. Project Overview – The U.S. Fish and Wildlife Service (FWS) needs the Contractor to apply crack sealing and patching to the Auto Tour Road in order to protect and preserve the condition of the pavement and extend the service life of the pavement. No work is allowed on Federal holidays. Temporary Traffic Contral - Develop a traffic control plan to ensure contractor and public safety during construction operations. The entire road may be closed completely to public and hatchery traffic for a single continuous period not to exceed 14 calendar days. Outside of this 14-day period, limit construction-caused delays to public and hatchery traffic to a maximum of 15 minutes per passage through the project. Immediately open the road to emergency vehicles. Provide barricades and warning devices as necessary to safeguard the public, workers, and government personnel. Where project work affects public roads, provide signage in accordance with the latest edition of the Manual on Uniform Traffic Control Devices (MUTCD). Staging Areas – Coordinate with the Refuge Manager regarding potential staging areas. Preconstruction Conference - prior to starting construction, schedule a virtual meeting with the Contracting Officer, the Contracting Officer’s Representative, Refuge Manager, Contractor’s Superintendent, and authorized representatives of major subcontractors. Submittals – • Permits: obtain and provide copies of all necessary local, State, and Federal permits and licenses. • Schedule of values: provide the schedule of values prior to submitting the initial Application for Payment. • Construction schedule: provide estimated dates and durations of major milestones and when each route will be worked on. Provide the construction schedule prior to submitting the initial Application for Payment. Provide updates to the construction schedule as changes occur. • Submittal schedule: provide a submittal schedule of material certificates and test results from sampling and testing laboratories. Provide the submittal schedule prior to submitting the initial Application for Payment. • Traffic control plan: submit a traffic control plan that minimizes construction-caused delays for public and hatchery traffic. -- 4 of 15 -- 5 • Photographs: provide digital photos of the completed work at each road and parking area Final Inspection - submit a written request for final inspection to the Contracting Officer at least 10 days prior to the anticipated completion date. The Contractor’s Superintendent or authorized representative responsible for the work shall be present at the final inspection and shall provide a list of unfinished work. After the final inspection, the Contracting Officer’s Representative will provide the Contractor with a punch list of items that must be completed or corrected.
