OF DOCUMENT BEING CONTINUED 140P4226Q0036 – Amend 0001 PAGE OF 6 of 78 SECTION C – SCOPE OF WORK C.0 NATIONAL PARK SERVICE The National Park Service (NPS) is a bureau of the U.S. Department of the Interior (DOI) that has been entrusted with the care of our national parks since 1916. The National Park System currently has 433 units (often referred to as parks), covering more than 85 million acres in all 50 states, the District of Columbia, and US territories. The NPS also has more than 150 related areas that are linked in importance and purpose to places managed directly by the National Park Service by preserving important segments of the nation's natural and cultural heritage. They are designated by acts of Congress or by the Secretary of the Interior (affiliated areas). The majority of related areas are not units of the National Park Service and are managed by other government agencies or non-government organizations and landowners. The National Park Service is involved in related areas by directly managing the entire or sections of a related area, or by providing technical or financial assistance. The NPS preserves unimpaired natural and cultural resources, and values of the National Park System for the enjoyment, education, and inspiration of this and future generations. The NPS cooperates with partners to extend the benefits of natural and cultural resource conservation and outdoor recreation throughout this country and the world. The NPS – BSCD-Northeast issues contracts through the Federal Acquisition Regulation’s (FAR) for supplies, services, construction, A&E for Northeast Regional Parks only. C.1 FREDERICKSBURG & SPOTSYLVANIA NATIONAL MILITARY PARK (FRSP) Fredericksburg & Spotsylvania National Military Park (FRSP) consists of approximately 7,600 acres and is an assemblage of four (4) battlefields, historic landscapes, and related sites that commemorate major Civil War events that occurred between December 1862 and May 1864. FRSP was home to four (4) major Civil War battles: Fredericksburg, Chancellorsville, the Wilderness, and Spotsylvania Court House FRSP also contains nationally significant historic structures present at the time of the battles, including Chatham Manor used by the Union Army as a headquarters and hospital; Ellwood Manor used by the Union Army as a headquarters and by both sides as a hospital; Salem Church, a shelter for civilian refugees from Fredericksburg in 1862 and a focal point of battle in 1863; the Innis House on Fredericksburg Battlefield; and a plantation outbuilding at Guinea Station (Jackson Death Site) where the great Confederate Gen. Stonewall Jackson died in 1863, with far reaching consequences for the Confederacy. FRSP also includes The Fredericksburg National Cemetery which honors more than 15,000 Union soldiers, who died in battle or from disease. The cemetery contains almost 85% unknown burials and is one of the largest Civil War national cemeteries in the Nation. In addition to the historic battlefield and buildings, there are 23 miles of trails, 1,100 acres of open fields and 6,500 acres of forest throughout FRSP. FRSP also supports an eastern North American riparian and woodland habitat on a substrate of the Appalachian Piedmont and the Atlantic Coastal Plain. The park provides rich forest and wetlands, developed parkland, farmsteads, and historic landscapes and it lies in the Rappahannock and York River basins of central Virginia.
