Tactical Construction is reviewing RFQ 36C24226Q0633 and preparing for the scheduled site walkthrough. Before the walkthrough, please provide written clarification on the items below so bidders can price the same scope and avoid carrying conflicting assumptions.1. VA-provided work / contractor scope boundaryThe SOW indicates the Government will remove the existing door and provide the electrical tie-in. Please clarify exactly what the VA is providing versus what the contractor must furnish.Specifically:A. Will the VA remove only the existing door leaves, or will the VA also remove the frame, threshold, header, operator, controls, sensors, rails, wiring, and related hardware? The VA will remove everything that is currently existing.B. If demolition leaves damaged adjacent finishes, masonry, storefront framing, flooring, ceiling, trim, or wall surfaces, is repair/patching by the VA or by the contractor? The VAC. What exact condition should the contractor assume will exist at the opening when installation work begins? Everything will be removed and ready for installation. We will work with the contractor to coordinate all phases.2. Electrical tie-inPlease clarify the limits of the VA-provided electrical tie-in.A. Will the VA provide a dedicated 120V circuit at the door/header location? To the header.B. Will the VA provide junction box, disconnect, conduit, wiring, breaker, and final connection point? YesC. Is the contractor responsible for any low-voltage wiring, controls, activation devices, safety sensors, or access-control integration? Yes, the contractor is responsible for all the above except any access-control integration.D. If the existing electrical condition is not code-compliant or not adequate for the new operator, who is responsible for corrections? We will internally handle this.3. Door standard / basis of designThe SOW appears to include features that may affect whether the door is treated as low-energy or full-power automatic operation. Please confirm which standard controls the required door/operator system:A. ANSI/BHMA A156.19 low-energy automatic door system; orB. ANSI/BHMA A156.10 full-power automatic pedestrian door system. It is at the discretion of the contractor to propose a package with all the appropriate peripherals in accordance with all applicable codes and regulations. 4. Orientation drawing / handing / swing directionThe SOW references an orientation drawing. Please provide the orientation drawing or confirm where it is located in the solicitation package.Drawing was submitted with package.Please clarify:A. Required in-swing/out-swing configuration; see drawingB. Door handing; see drawingC. Operator location; overheadD. Relationship to canopy, vestibule, adjacent walls, and traffic flow; contractor is to determine the best place for this as it can be manufacturer specific as too what will work.E. Required clear opening width and any ADA clearance requirements. This is a package set that will fit into the existing opening and provide the maximum allowable opening equidistance for each door.5. ASSA ABLOY / manufacturer requirementsTactical intends to use ASSA ABLOY for the door/operator package and installation support. Please confirm whether ASSA ABLOY or an equivalent manufacturer is acceptable, and whether the Government requires any specific manufacturer, model, warranty, installer certification, or authorized-service requirement. We do not specify the exact opener that is to be used as long as it meets the requirement outlined in the PWS.6. VAR 852.219-76 / limitation-on-subcontracting classificationBecause the RFQ uses NAICS 332321 and includes separate line items for door, installation, and shipping, please clarify how the VA will evaluate compliance with VAAR 852.219-76 and the applicable limitation-on-subcontracting requirement.Specifically:A. Will the acquisition be evaluated as a supply/end-item acquisition for purposes of VAAR 852.219-76?B. Or will the installation labor be treated as the primary work for limitation-on-subcontracting compliance?C. If the door is furnished by ASSA ABLOY, what certification path does the VA expect an SDVOSB prime contractor to use on the VAAR 852.219-76 form?D. Buy American / country-of-origin requirementsPlease confirm which domestic-content requirement applies to the door/operator system and related components, and whether bidders must submit country-of-origin documentation with the quote or only after award.8. Infection control / facility protectionBecause the work is at an active VA facility entrance, please confirm whether ICRA, ILSM, dust control, temporary barriers, negative-air containment, interim life safety measures, or infection-control submittals are required. Infection control barriers and ILSM will be provided by the VA.If required, please identify the required class/level and whether the VA will provide any standard facility-specific requirements.9. Work hours, access, and phasingPlease confirm allowable work hours on weekends and any restrictions on work at the entrance.Allowable working hours will begin at 0700 on a Saturday and end at 2000 that following Sunday.
