Stanley BASE FACILITY ENGINEER GENERAL REQUIREMENTS PART 1 GENERAL: SCOPE OF WORK: Installation of UPlayToday Bighorn Playground (Model # UPLAY-008-N) and Single Bay Commercial Bipod Swing Set (Model # PBP-8-1C-GRN) at Santa Barbara housing. This installation will provide a safe, engaging, and accessible recreational space for Coast Guard families and their children. To enhance the quality of life and support family well-being. These units will be installed in a designated area within the housing complex to serve as a central play and activity space for resident children. For bidding purposes, please provide a breakdown of labor and materials install procured playground and swing set. This is best value, or technically acceptable for solicitation. The work includes, but is not limited to the following: Site Preparation: Existing Playground Site: The installation area is an existing playground site with dirt and mulch surfacing. Contractor shall clear the designated area of debris, rocks, roots, and other obstacles. The site must be leveled and properly graded to ensure both accessibility and adequate drainage away from the playground equipment. Removal of Existing Equipment: Contractor shall remove the existing geometric climbing dome and all associated components to make room for installation of the new playground and swing set. All removed materials shall be disposed of or recycled off government property in accordance with federal, state, and local regulations. Utility Locates: Contractor must verify and mark all underground utilities prior to excavation. Barricading: Contractor shall barricade the site during installation to prevent unauthorized access. At the end of each work day, all tools and equipment shall be securely stowed within the barricaded perimeter. Surfacing: Contractor shall install resilient surfacing material (e.g., engineered wood fiber mulch, poured-in-place rubber, or approved equivalent) to meet ASTM F-1487 and CPSC guidelines for a maximum fall height of 72". Depth: For engineered wood fiber, install to a minimum depth of 12" (will compress to 9" over time). Borders: Ensure playground borders are secure, properly installed, and in good condition. If borders require adjustment to safely accommodate all equipment, contractor shall notify the Coast Guard for approval prior to making any changes. Playground Footings: Contractor shall utilize the manufacturer’s Footing Detail – In Ground (33-12-0096) for the installation of the UPlayToday Bighorn playground unit. Contractor must verify site conditions and confirm suitability for in-ground installation prior to beginning work. If in-ground installation is not feasible, contractor shall notify Coast Guard and recommend an alternate footing method. Swing Set Installation: Contractor shall install the bipod swing set (PBP-8-1C-GRN) strictly in accordance with the manufacturer’s instructions. This includes proper excavation, placement, and anchoring of posts and footings. Swings must have a minimum use zone in each direction equal to twice the swing beam height, with this area filled with approved resilient surfacing material. In-ground installation is required; surface-mount installation will only be permitted if the manufacturer provides written approval and the Coast Guard authorizes the change in writing. Assembly and Installation: Playground Assembly: Assemble all playground components (decks, slides, climbers, panels, drums, roof, etc.) strictly in accordance with the manufacturer’s instructions. Swing Set Assembly: Assemble and install the bipod swing set, including all swing seats, chains, and hardware, strictly in accordance with the manufacturer’s instructions. Hardware: Use only manufacturer-supplied hardware and tools. Apply thread-locking compound (Loctite) as specified by the manufacturer. Safety Zones: Maintain a minimum 72-inch clearance around all sides of the playground structure. Ensure slide exits and other components are spaced according to the manufacturer’s instructions and applicable safety standards (ASTM F-1487 and CPSC guidelines). Swing Set Use Zones: The swing set must have a minimum use zone in each direction equal to twice the swing beam height, as specified by the manufacturer and CPSC guidelines. This area must be covered with approved resilient surfacing material. Warning Labels: Affix all manufacturer-supplied warning labels in the exact locations specified in the manufacturer’s instructions, ensuring they are clearly visible and accessible to users. Inspection and Quality Assurance: Final Inspection: Contractor shall inspect all hardware, components, and surfacing for proper installation, tightness, and safety. Maintenance Checklist: Complete and provide the manufacturer’s maintenance checklist and detailed maintenance record to the Coast Guard representative. Notes: Contractor is responsible for ensuring all work meets manufacturer’s specifications and safety standards. Coast Guard will supply the playground equipment and swing set; contractor is responsible for all labor, materials (except supplied units), and equipment required for installation. Owner Training: Brief Coast Guard personnel on maintenance and inspection requirements.
