AMENDED PERFORMANCE WORK STATEMENT (PWS) 4TH BDE ARMY JROTC JCLC Camp Glory STEM 16-17 June 2026 Part 1 General Information 1. General: This is a non-personal service contract under which the personnel rendering the service are not subject, either by the contract’s terms or by the manner of its administration, to the supervision and control usually prevailing in relationships between the Government and its employees. 1.1 Description of Services/Introduction: The contractor shall provide all personnel, equipment, supplies, material, supervision, and personal services necessary to perform. Contractor shall provide academic programs and career fields; enhancing their personal leadership and character development; inspiring academic excellence; increasing the desire to continue education beyond high school and increasing the desire to pursue STEM related career opportunities. Contractor shall provide 16 curriculum learning hours and instructors to coach, mentor and guide all groups of 520 Cadets each through the two-day course and complete a brief assessment/evaluation on each cadet at the end. Contractor shall provide at least four (4) instructors / eight (8) assistants to coach, mentor and guide modules of 43 cadets each through the event and complete a brief assessment/evaluation on each cadet at the end. 1.2 Background: IAW CCR 145-2, paragraph 1-5, the mission philosophy emphasis STEM. One of the major challenges facing the nation is the need for greater emphasis on Science, Technology, Engineering, and Mathematics (STEM) education in our public schools. To help address this need we intend to expand STEM education in our curriculum for Army JROTC cadets. In order to have the biggest impact on cadets, the 4th Brigade will partner with Training Institutes to include colleges or universities that are located within the geographical footprint to provide STEM education and activities to JROTC. The selected institution has a well- established and nationally recognized STEM program that has the organizational structure and facilities in place to allow for an immediate and positive impact on cadets. 1.3 Scope: The contractor shall provide for establishment of a STEM education program for the purpose of introducing selected JROTC cadets to scientific, technology and engineering career opportunities, providing direct exposure to the college atmosphere, STEM curriculum, STEM related work sites, inspire the cadets to strive for academic excellence, continue their education beyond high school and pursue STEM related career opportunities. The contractor shall furnish furniture, equipment, supplies, management, supervision, and labor for 520 Cadets. The contract shall provide services in accordance with the terms, conditions, and specifications set forth in this statement of work. 1.4 Objectives: To conduct effective training to enhance JROTC cadets and to provide the most up to date instructional techniques, innovative teaching strategies designed to increase -- 1 of 13 -- awareness and interest in STEM career opportunities and foster academic competencies in specific STEM fields. It will also serve to provide educational empowerment by cultivating student attitudes, aspirations, and behaviors to embrace change and innovation with assertiveness and conviction. The primary objective of this requirement is to provide a safe, immersive, and mentally challenging training environment that motivates cadets to pursue individual and team excellence through the integration of leadership development and hands-on STEM education. The camp shall facilitate a structured Program of Instruction (POI) that enables cadets to apply leadership skills in unfamiliar environments, foster camaraderie among diverse peer groups, and increase technical proficiency in emerging fields—including robotics, drone operations, and applied engineering—to enhance overall college and career readiness. Contractor shall provide a paper Certificate of Completion to each cadet. This certificate states that each student had an introductory level of education in each area. Cadets will have an after-action assessment/evaluation. 1.5 General Information: 1.5.1 Quality Control Plan (QCP): The contractor’s existing quality assurance system shall be utilized in accordance with FAR 12.208. 1.5.1.1 The Contractor shall inform the COR of issues or potential issues that might affect the performance within 24 hours of identifying those issues. Verbal reports shall be followed up by written reports within 7 days. 1.5.2 Quality Assurance: The Government will evaluate the Contractor’s performance under this contract in accordance with the Quality Assurance Surveillance Plan (QASP). This plan is primarily focused on what the Government must do to ensure that the Contractor has performed in accordance with the performance standards. It defines how the performance standards will be applied, the frequency of surveillance, and the acceptable quality levels (performance thresholds). 1.5.3 Recognized Holidays: Reserved 1.5.3.1 U.S. Holidays Contractor shall work on holidays during the period of performance for this contract. 1.5.4 Operating Hours: The Government facility office hours, facility operating hours, and the Contractor support hour requirements often coincide; however, they may differ. 1.5.4.1 Contractor Support Hours: The Contractor shall provide support between the hours of 0745-1700 hours, Tuesday and Wednesday. The contractor shall be open during any local or national emergencies, administrative closings, or similar Government directed facility closings. The Contractor shall maintain an adequate workforce at all times, for the uninterrupted performance of all tasks defined within this PWS when the facility is not closed for the above reasons. When hiring personnel, the Contractor shall keep in mind that the stability and continuity of the workforce is essential.
