Description

Combined Synopsis and Solicitation This is a combined synopsis and solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 –Streamlined Procedures for Evaluation and Solicitation for Commercial Items, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. This solicitation will be posted for less than fifteen (15) days in accordance with FAR 5.203(a)(2). Incorporated provisions and clauses are those in effect though the most current Federal Acquisition Circular (FAC), 2026-01, March 13, 2026. Request for Quotation (RFQ) number is N6660426Q0240. This action is being solicited in an unrestricted basis as concurred with by the Naval Undersea Warfare Center Division, Newport (NUWCDIVNPT) Director of the Office of Small Business Programs (OSBP). The North American Industry Classification Systems (NAICS) code is 611310. The Small Business Size Standard is $34.5M. Naval Undersea Warfare Center Division, Newport (NUWCDIVNPT) intends to award a purchase order for services to execute basic research investigating the physics of high-speed water entry. The contractor shall provide the services as identified below in accordance with the attached Statement of Work (SOW): CLIN Item Description Qty. Period of Performance 0001 Technical reports documenting analytical water impact models 1 job Six months starting at date of award 0002 Contract Data Requirement List (CDRL) – not separately priced 1 lot Six months starting at date of award Required Delivery is F.O.B. Destination, Naval Station Newport, Rhode Island. In accordance with DFARS Clause 252.211-7003, the contractor shall provide a unique item identifier (UID) for all delivered items for which the Government’s unit acquisition cost is $5,000.00 or more. The Government’s method of payment will be electronic payment via Wide Area Workflow (WAWF). BASIS FOR AWARD: Award will be made based on the LPTA approach with technical acceptability being determined as shown below. Offerors shall include the following information with submissions: (1) Offeror must provide proof that they can provide the required reports IAW the SOW; (2) Offeror must be recognized subject matter expert in fluid-structure interaction during water impact as demonstrated through a record of peer-reviewed journal publications; (3) Offeror must be recognized as a subject matter expert in mathematical modeling of fluid mechanics as demonstrated through a record of peer-reviewed journal publications; (4) Offeror must possess experimental facilities to execute a set of validation experiments. The experimental facilities must consist of a two-mass compliant body that contains an on-board accelerometer to measure impact accelerations during impact with water at speeds ranging from 1-4 m/s. The water impact must occur with the body velocity vector nominally perpendicular to a flat-water surface. The impact measures must also be captured with high-speed cameras. Validation data from the experiments, including on-board acceleration measurements and high-speed images below the surface must be compared to the analytical model predictions and provided to NUWC. (5) Point of Contact (including name, phone number and email address); (6) Contractor CAGE Code. The Government will consider past performance information where negative information within Supplier Performance Risk System (SPRS) may render a quote being deemed technically unacceptable; and, -- 1 of 5 -- (7) The Contractor must identify the quote validity. Quoted prices should be valid for at least 60 days. An award will be made on a Firm Fixed Price basis to the Lowest Price Technically Acceptable.
