STATEMENT OF WORK (SOW)
(AFRL Cavity Measurements)
1.0 Background
Naval Undersea Warfare Center Division, Newport (NUWCDIVNPT), Code 85 is being funded
by the Air Force Research Lab (AFRL) to execute a 6.1 basic research project investigating the
physics of high-speed water entry. One sub-task of this effort involves measurement of the
cavity physics of canonical body water entry. Brigham Young University is on contract in Fiscal
Year (FY) 25 to perform these measurements. This Statement of Work (SOW) describes a
follow-on contract in alignment with new requirements. The requirements include generating
new data over a different range of sphere radius and impact velocity, as well as measuring
properties of the splash above the free-surface. These data are required to continue advancing
models being developed in support of the AFRL program.

2.0 Scope
The Contractor shall use the custom apparatus designed and fabricated in Calendar Year (CY) 24
for performing cavity pressure measurements in the wake of a spherical body entering the water
in atmospheric and reduced ambient pressure conditions. The Contractor shall also perform
planar laser induced florescence (PLIF) measurements to determine the thickness of the splash
sheet. The Contractor shall use said apparatus to perform further measurements over an
expanded range of sphere radius and speeds in excess of 300 m/s.

4.1 Generation of Experimental Data Set
The contractor shall:
4.1.1 Propose an experimental test matrix with variations in sphere radius and impact speed in
excess of 300 m/s. Matrix shall include any raw high speed video, hydrophone and
pressure sensor data. The test matrix is subject to approval by the Government prior to
execution of testing.
Deliverable: CDRL A001 – Technical Report – Raw Data.
4.1.2 Perform experiments in accordance with the conditions in the approved test matrix.
Experimental data to be collected shall include pressure measurements in the cavity
formed in the wake of spheres entering the water, and high speed imaging of the same.

4.1.3 (OPTION YEAR). Perform PLIF measurements to determine time-varying splash
thickness for the high speed impact conditions studied in 4.1.2.

5.0 Progress Reports
The Contractor shall communicate progress to the Government in the form of phone
conversations, e-mails, and test reports.
5.1 Bi-weekly progress update
The contractor and the Government shall discuss progress on a bi-weekly basis.

10.0 Security Compliance
10.1 Program Protection
SECURITY: All Contractor personnel shall adhere to the Security provisions of 32 CFR Part 117
– National Industrial Security Program Operating Manual (NISPOM). While performing work
associated with NUWCDIVNPT, Contractor personnel shall comply with the NUWCDIVNPT
Security Manual and, if at another facility, the security regulations of the host facility.
Applicable FAR, DFARS, NMCARS clauses, and NAVSEA text shall be adhered to in the
performance of this contract. Security incidents shall be promptly reported through the
companies Facility Security Officer (FSO), to the Contracting Officer’s Representative (COR),
Technical Point of Contact (TPOC), and the Cognizant Security Office to NUWCDIVNPT
Security.
Controlled Unclassified Information (CUI) including Legacy FOUO and Covered Defense
Information (meeting the definition of 48 CFR 252.204–7012(a)) generated and/or provided
under this contract shall be marked and safeguarded as specified in DoD Instruction 5200.48,
CUI available at:

containing Covered Defense Information shall be assigned a distribution statement (distribution

INFORMATION SECURITY: If the work is performed at the Contractor's facility, the
Contractor shall implement and maintain security procedures and controls to prevent
unauthorized disclosure of classified information and controlled unclassified information (CUI)
and to control distribution of CUI in accordance with National Industrial Security Program
Operating Manual (NISPOM) codifying 32 CFR Part 117, NISPOM Rule, and SECNAV M-
5510.36B. If the work is performed at the Government's facility, the Contractor shall comply
with facility policy.
CUI INCIDENT REPORTING AND RESPONSE: The Contractor shall promptly report any
unauthorized, inadvertent, or illegal release or disclosure of CUI to the Contracting Officer’s
Representative / Technical Point of Contact (TPOC), Procuring Contracting Officer, and the
Security Office. Contractor personnel shall coordinate this effort through the relevant industry
site FSO.
