Statement of Work
The Georgia Tech Professional Education (GTPE) division of the Georgia Institute of
Technology is planned to provide the Process Safety Management of Highly Hazardous and
Explosive Chemicals course to the affected employees at the NASA Glenn Research Center.
Objective:
The GTPE will develop, deliver, and facilitate an instructor-led training course for NASA Glenn
Research Center. The course shall provide employees with an understanding of Process
Safety Management (PSM) and its history, who is covered by such a program, the PSM team
process, the elements of a properly designed program, how to begin the process, and the
basics of how PSM and the Environmental Protection Agency’s (EPA) Risk Management
Plans (RMP) work together.
By the end of the course, attendees will:
• Understand how to create and implement an effective PSM program.
• Learn why PSM is important.
• Understand why, even with PSM, catastrophes are still occurring.
• Know who is covered and what exemptions exist.
• Use the team process to develop a PSM program.
• Learn each element of a properly designed and implemented program, and how to
design a PSM program through a course case study.
• Understand how PSM and RMP work together to protect the workforce
and surrounding community.
• Know the elements of a RMP, and how to develop and submit it to the EPA.
Requirement:
NASA Glenn Research Center complies with the Occupational Safety and Health
Administration (OSHA) regulation (29 CFR 1910.119 – PSM). GTPE will deliver a course that
provides an understanding of PSM. This will allow the facility to effectively develop and
implement their PSM program.
Characteristic:
Alignment of the course materials and presentations to 29 CFR 1910.119 – Process Safety
Management is mandatory. The training shall:

• Provide each attendee with the required knowledge to develop and implement an
effective Process Safety Management Program. The trainer shall
• Include documentation that each employee has received and understood the
training, such as through a quiz.
At the completion of the course, the records shall be provided to NASA.
Scope:
This Scope of Work (SOW) from the National Aeronautics and Space Administration (NASA)
requires the training course to provide an overview of the 14 elements of PSM to meet the
objectives at the NASA Armstrong Test Facility, 3597 Scheid Rd, Sandusky, OH 44870.
Requirements are defined in this SOW. The course will consist of 4.5 days of instruction with
interactive exercises to ensure understanding of the regulation.

Place of Performance:
Course will be at the NASA Glenn Research Center’s Neil A. Armstrong Test Facility located
at 3597 E. Scheid Rd, Sandusky, OH 44870
Scope of Work:
The course will be presented to 20 employees. Notebooks containing hard copies of the
slides presented and access to the course materials online shall be provided to each of the
20 attendees. A post-course assessment shall be provided to ensure understanding of the
course materials.
Period of Performance:
Monday, June 22 through Friday, June 26, 2026. The course will begin at 8 AM daily.
