STATEMENT OF WORK

1.0 GENERAL.
1.1 SCOPE.
The United States Coast Guard, Chief of Naval Engineering (CG-45) has a need to procure training
services for the Motor Turbine Unit – mtu engines on their fleet of vessels including: 87’ Coastal Patrol
Work Boats with mtu 396 engines, National Security Cutters (NSC's) with mtu 1163 engines and Fast
Response Cutters (FRC's) with mtu S4000M engines.
1.2 BACKGROUND.
The U.S. Coast Guard, Chief of Naval Engineering (CG-45) manages a fleet vessels including: 87'
Coastal Patrol Work Boats with mtu 396 engines, National Security Cutters (NSC's) with mtu 1163
engines and Fast Response Cutters (FRC's) with mtu S4000M engines. Furthermore CG-45 needs to
ensure that the personnel supporting this platform are properly trained on the electrical and mechanical
systems. In order to ensure the success of the requirements faced by the men and women who perform
this mission, the Coast Guard needs to provide its maintenance personnel with the best training
opportunities available.
1.3 CONTRACTOR PERSONNEL.
1.3.1 Project Manager/Instructor (Key): Must be certified by Rolls-Royce Solutions America as an
instructor at the appropriate level for the course to be taught.
1.4 KEY PERSONNEL.
Before replacing any individual designated as Key by the Government, the Contractor shall notify the
Contracting Officer no less than 30 business days in advance, submit written justification for
replacement, and provide the name and qualifications of any proposed substitute(s). All proposed
substitutes shall possess qualifications equal to or superior to those of the Key person being replaced. The
Contractor shall not replace Key Contractor personnel without approval from the Contracting Officer.
The Government may designate additional Contractor personnel as Key in this contract.
1.5 SECURITY.
The Contractor shall consult with the SFLC ASSIST, or Daniel Webster directly, in order to gain access
to TRACEN Yorktown.
1.6 PERIOD OF PERFORMANCE.
The period of performance for this contract will be for the first training planned as C1C - Ship Automation
(S4000), POP of 27 JUL - 31 JUL 2026, five (5) days, from the date of execution, with possible option for
a five (5) year award.
1.7 PLACE OF PERFORMANCE.
The training will take place at the Coast Guard’s Training Center located in Yorktown, VA or a different
USCG facility using a classroom setting and shop/lab environment with access to training equipment
located within the TRACEN Yorktown associated with mtu Engine series: S396 / S1163 / and S4000.
1.8 HOURS OF INSTRUCTION.
Each class will be a 5-day session. Hours of instruction shall be between 0800 – 1600 (8am – 4pm)
Monday through Friday excluding holidays.
1.9 TRAVEL.
The Contractor shall travel to the Government’s training facility in order to teach the class. The cost of
travel shall be included in the contract as "reimbursable of actual costs" for per diem, hotel
accommodations and transportation costs incurred"and the amount shall be supported by the Instructors
Trip Expense Report.

1.10 KICK-OFF MEETING.
The Contractor shall attend a Kick-Off Meeting with the Contracting Officer and SFLC ASSIST, held
not later than ten (10) business days after the date of award. The purpose of the Kick-Off Meeting, which
will be chaired by the Contracting Officer, and SFLC ASSIST is to discuss technical and contracting
objectives of the statement of work and review the Contractor's project plan. The Kick-Off Meeting will
be held at the Government’s facility or by teleconference.
1.11 PROJECT PLAN.
For this contract, the Contractor has submitted a draft Project Plan with their offer that will be discussed at
the Kick-Off Meeting for Government. The Contractor shall provide a final Project Plan to the
Contracting Officer and SFLC ASSIST not later than ten (10) business days after the Kick-Off Meeting.
1.12 STATUS REPORTS.
The Project Manager shall provide status reports to the SFLC ASSIST and Contracting Officer via
electronic mail not later than ten (10) business days after each course conclusion. These reports shall
include a summary of all Contractor work performed under this contract, an assessment of technical
progress, schedule status, and any Contractor concerns or recommendations for the previous reporting
period.
1.13 STATUS MEETINGS.
The Project Manager shall be responsible for keeping the Contracting Officer and SFLC ASSIST informed
about Contractor progress throughout the performance period of this contract, and ensure Contractor
activities are aligned with Coast Guard objectives.
1.14 REPORT REQUIREMENTS.
The Contractor shall provide all written reports in electronic format with read and write capability using
applications that are compatible with current Microsoft applications.

3.0 GOVERNMENT FURNISHED RESOURCES.
The Government will provide the following information and facilities to the Contractor for work required
under this task order: classroom space, training facilities including engine lab and operational static and
dynamic mtu diesel engines, and will provide an operational equipment/boat as necessary of he following
mtu diesel engine series:
S396 - 87' Coastal Patrol Boat
S1163 - National Security Cutter
S4000M - Fast Response Cutter
4.0 CONTRACTOR FURNISHED INFORMATION.
The Contractor shall furnish all facilities, materials, equipment and services necessary to fulfill the
requirements of this contract, except for the Government Furnished Property specified in this work
statement.
5.0 REQUIREMENTS.
