Part 1
General Information
1. General: This is a non-personal services contract to provide services to support the
Somerset ISD JCLC during the period 8-12 June 2026 New Braunfels, TX. The
Government will not exercise any supervision or control over the contract service
providers performing the services. Such contract service providers shall be accountable
solely to the Contractor who, in turn is responsible to the Government. This is a non-
personal service contract under which the personnel rendering the service are not
subject, either by the contract’s terms or by the manner of its administration, to the
supervision and control usually prevailing in relationships between the Government and
its employees.
1.1 Description of Services/Introduction: This is a non-personal services contract to
furnish facilities, furniture, equipment, supplies, medical services, tools, management,
supervision and labor as specified herein to provide co-located facilities, training
facilities, lodging accommodations, and meal services for 220 Cadets and 40 Cadres
during the period of 8-12 June 2026 for the Somerset ISD JROTC JCLC. Training
facilities shall include high ropes, low ropes, zip lines, orienteering course, obstacle
course, rappelling course, and a swimming pool for a water safety course. The
contractor shall provide services in accordance with the terms, conditions and
specifications set forth in this PWS. The contractor shall perform to the standards in this
contract.
1.2 Background: JCLC is an annual requirement for all JROTC units. The camp is
required to have proven capabilities to provide co-located lodging accommodations,
food services, transportation, specialized training facilities/activity areas, medical
support with facilities as well as running route and other areas required to support the
Somerset ISD JROTC programs. There are 22 JROTC Programs attending this JCLC.
1.3 Scope: The Contractor shall provide non-personal service(s). This is a non-
personal services contract to furnish facilities, furniture, equipment, supplies, medical

located facilities, training facilities, lodging accommodations, and meal services for 220
Cadets and 40 Cadre during the period of 8-12 June 2026 for the Somerset ISD JROTC

1.4 Objectives: The objectives of this contract are:
• Allow Cadets a chance to participate in citizenship building exercises.
• Give Cadets the opportunity to experience living and interacting with their
peers from other units/schools.
• Instruct leadership-type skills to Cadets in a “hands on” military type
environment.
• Provide an opportunity to participate in adventure training not regularly
available to Cadets.
• Provide meals, lodging and training facilities as specified in this PWS to
ensure the event is successful for Cadets and Cadre.
1.5 General Information:
1.5.1 Quality Control Plan (QCP): The contractor’s existing quality assurance system
shall be utilized in accordance with FAR 12.105.
1.5.2 Quality Assurance: The Government will evaluate the Contractor’s performance
under this contract in accordance with the Quality Assurance Surveillance Plan (QASP).
This plan is primarily focused on what the Government must do to ensure that the
Contractor has performed in accordance with the performance standards. It defines how
the performance standards will be applied, the frequency of surveillance, and the
acceptable quality levels (performance thresholds)
1.5.3 Recognized Holidays: The following provides information on recognized
holidays for the purpose of the PWS. If submittal of any documentation (e.g.
deliverables, submittals, etc.) deadlines fall on a holiday, the closest work day prior to
the holiday will apply as the deadline for submittal.
1.5.3.1 U.S. Holidays: Work shall not be performed on U.S. federally recognized
holidays occurring during the normal workweek unless otherwise directed by the
Contracting Officer. When a U.S. holiday occurs on a Saturday or a Sunday, the holiday
is observed on the preceding Friday or following Monday, respectively.
1.5.4 Operating Hours: Contractor support hour requirements often coincide,
however, they may differ. Please refer to the following.

1.5.5 Place of Performance: The work to be performed under this contract will be
performed at the contractor’s primary place of business located within 150-mile from
Somerset High School, 7650 South Loop 1604 W, Somerset Texas 78069.
1.5.6 Type of Contract: This will be awarded as a Firm Fixed Price contract.

1.6 Security Requirements: The following information is provided on security related
matters.
1.6.1 Physical Security: The Contractor shall safeguard all Government equipment,
information and property provided for Contractor use.
1.7 Post Award Conference/Periodic Progress Meetings: The Contractor shall
attend any post award conference convened by the contracting activity or contract
administration office in accordance with FAR Subpart 42.3. The Contracting Officer,
COR, and other Government personnel, as appropriate, may meet periodically with the
Contractor to review the Contractor's performance. At these meetings the Contracting
Officer will apprise the Contractor of how the Government views the Contractor's
performance and the Contractor shall apprise the Government of problems, …
