PERFORMANCE WORK STATEMENT (PWS) Annual Junior Reserve Officer Training Corps (JROTC) Cadet Leadership Challenge (JCLC) 11-14 June 2026 Ganesha High School JROTC Pomona, CA 91768 PART 1 GENERAL INFORMATION 1. General: This is a non-personal service(s) contract under which the personnel rendering the service(s) are not subject, either by the contract’s terms or by the manner of its administration, to the supervision and control usually prevailing in relationships between the Government and its employees. 1.1 Description of Services/Introduction: This is a non-personal service(s) contract to provide facilities, lodging, logistical support, meals, training areas, and training activities for the attendees of the 8th Brigade, United States Army Cadet Command (USACC), Ganesha Hgh School Junior Reserve Officer Training Corps (JROTC) Cadet Leadership Challenge (JCLC) from 11-14 June 2026 (PRS # 1). The proposed vendor will provide support to the JROTC Instructors and chaperons who will be the only ones interacting directly with the Cadets. 1.2 Background: The annual JROTC Cadet Leadership Challenge is a three-day event held annually with the purpose of increasing the potential in JROTC cadets to become leaders in their school and community. Additionally, the camp provides cadets an opportunity to live with and interact with cadets from other schools; provides an opportunity for physical fitness and citizenship exercises in an unfamiliar environment; and provides recreation and other activities not normally available to the cadets. Paragraph 9-31(a) of Cadet Command Regulation (CCR) 145-2 (dated 12 August 2022) requires Army JROTC Programs to participate in a JCLC annually. 1.2.1 In order to satisfy a JCLC requirement, selected JROTC Cadets must participate in the following activities/training: Rappel Training; a Leaders’ Reaction Course; Map Reading/Land Navigation Training; Team Building Activities, such as, but not limited to, a confidence course, or obstacle course; Citizenship Building Activities; Aquatic Activities; Physical Fitness Training; Leadership Training; Drill and Ceremony Training; Prevention of Heat Injuries Training; JROTC Cadet Safety and Civilian Marksmanship Program Familiarization; Survival Skills Familiarization; Substance Abuse Awareness Training; and an Award/Graduation Ceremony. 1.3 Scope: The Contractor shall provide adequate facilities, lodging, logistical support, meals, training areas, safety briefings, and training activities for the establishment of a JROTC Cadet Leadership Challenge (JCLC). The camp will be conducted during the time period of 11-14 June 2026. The camp will last a total of three days and two nights with a total of 60 Cadets and 12 Cadre/chaperons attending this cycle. The Contractor shall perform to the standards and acceptable quality levels identified in this PWS and associated contract documents. Page 1 of 20 -- 1 of 20 -- 1.3.1 Contractor shall provide two nights billeting for 60 Cadets and 12 Cadre/chaperons for this training cycle (PRS # 2). Female JROTC Cadets and JROTC Cadre/chaperons will not share billets, latrine or hygiene facilities with their male counterparts. Moreover, JROTC Cadre (Female or Male) will not share billets, latrine or hygiene facilities with the JROTC Cadets participating in the JCLC. 1.3.2 Meals specifics: The Contractor shall provide a total of 9 meals for Cadets and Cadre during the training cycle by the date and quantity listed below. Meals and beverages shall be based on Contractor’s planning menus and shall include at a minimum a primary entrée with a vegetarian substitute (protein), three side dish options (vegetables and starches), fruit (breakfast), salad (lunch and dinner), bread (breakfast and dinner), dessert (dinner), and a minimum of two beverage options at each meal. Sample menus are located in 5.2.1.8. 1.3.3 Training areas and Training Activities (Programming and Staff): The Contractor shall provide training areas and shall provide lessons and activities to Cadre to address outdoor learning, leadership and collaborative problem solving, rappelling, rock climbing wall, vertical playpen, zip-line, high & low Challenging Outdoor Personal Experience (COPE), air rifle range, night & day hikes, archery, and nightly campfire pits. The Contactor shall also provide instructional and support staff, instructional space and facilities setup as required, instructional materials for cadets and other consumables as required. 1.4 Objectives: A JCLC has six objectives, the objectives are: 1. Provide JROTC Cadets an opportunity to practice leadership skills in an unfamiliar environment; 2. Allow Cadets a chance to participate in citizenship building activities; 3. Provide an opportunity for JROTC Cadets to live with, and interact with, cadets from other JROTC Programs; 4. Provide an opportunity to learn leadership skills in an “hands on” military type environment; 5. Provide the opportunity to participate in adventure training not normally available to Cadets; 6. Provide an opportunity to take advantage of available recreational facilities and to have fun. 1.5 General Information: 1.5.1 Quality Control Plan (QCP): The Contractor shall develop and maintain a QCP to ensure services are performed In Accordance With (IAW) this PWS. The Contractor shall develop and implement procedures to identify, prevent, and ensure non-recurrence of defective services. The Contractor's QCP is the means by which it assures that the work provided complies with the requirements of the contract. 1.5.2 Quality Assurance: The Government will evaluate the Contractor’s performance under this contract in accordance with the Quality Assurance Surveillance Plan (QASP). This plan is primarily focused on what the Government must do to ensure that the Contractor has performed in accordance with the performance standards.
