PERFORMANCE WORK STATEMENT (PWS)
FOR
Youth Summer Camp Services
1.0 General:
1.1 Scope: The prime contractor shall provide all personnel, equipment, tools, materials,
supervision, lodging, meals, facilities and quality control necessary, except as specified
in Paragraph 3.0 as Government Furnished, to perform a 4-day, 3 night residential
summer camp, with optional days to extend the camp up to a total of 7 days, 6 nights,
as defined in this PWS. The prime contractor must be accredited through the American
Camp Association (ACA) and have a valid State of New Hampshire Youth Recreation
Camp License.
1.2 Background: This event is to establish partnerships between the NHARNG Child
and Youth Program and the NH national guard military youth and teens (Ages 9-17) of
NHARNG/ NHANG service members in order to provide activities and services that
focus on enhancing life skills of military youth and promoting leadership, team building,
resiliency and personal development in a residential camp environment; the residential
camp will be used exclusively for this group for the duration of the camp dates.
1.3 Period of Performance (PoP): The Base Period of Performance shall be 26 July
2026 to 29 July 2026. If all optional extended days are exercised, the PoP will conclude
on 01 August 2026.
1.4 General Information:
1.4.1 Place and Performance of Services: The contractor shall provide services
between the hours of 12:00 PM on Sunday until 2:00 PM on Wednesday for the Base
performance period. If optional days are exercised, the contractor shall continue
performance through 2:00 PM on the final day of the exercised option. The location of
the camp shall be physically located within the geographical confines of the state of
New Hampshire
1.4.1.1 Telework: The Government does not permit the contractor to telework in support
of this requirement.

1.4.3 Quality Control (QC): The Government will rely on the contractor’s existing
commercial quality assurance systems. The contractor’s active American Camp
Association (ACA) accreditation and valid State of New Hampshire Youth Recreation
Camp License, along with their internal commercial operating procedures, shall fulfill the
requirement for a Quality Control Plan. The contractor shall ensure continued
compliance with these commercial and state standards for the duration of the camp to
prevent defective services.

1.4.5.10 Protection of Personally Identifiable Information (PII). The contractor shall
protect all PII encountered in the performance of services in accordance with Defense
Federal Acquisition Regulation Supplement (DFARS) 224.103 Personally Identifiable
Information and Department of Defense Directive (DoDD) 5400.11, Department of
Defense Privacy Program, and DoD 5400.11-R. If a PII breach results from the
contractor’s violation of the aforementioned policies, the contractor shall bear all
notification costs, call-center support costs, and credit monitoring service costs for all
individuals whose PII has been compromised.

1.4.6 Physical Security. The contractor shall safeguard all Government property
provided for contractor use. At the close of each work period, Government facilities,
equipment and materials shall be secured.

1.4.7 Special Qualifications: The contractor shall at all times maintain an adequate work
force for the uninterrupted performance of all tasks defined within this PWS. When
hiring personnel, the contractor shall keep in mind that the stability and continuity of the
work force are essential. Furthermore, the contractor shall ensure all employees
possess all required licenses used in the performance of this contract. This does not
include education or other qualifications for the position in which the contractor
employee is performing, dress codes, or other information. (NOTE: The Government
does not provide training to contractors. Contractors must ensure that any personnel
performing under a contract are fully trained, licensed, certified, and otherwise qualified
to provide services.)
1.4.7.1 Food Managers Certificate: At a minimum, all food handler(s) must possess and
maintain a current Food Managers Certificate issued by a program accredited by the
New Hampshire Department of Health and Human Services under He-P 2300, the New
Hampshire Rules for the Sanitary Production and Distribution of Food. Certificates must
be available for inspection at any time during the catering hours. The Government will
not be held liable for the cost of certification. The contractor is encouraged to have as
many employees complete the Food Managers Certification program from an accredited
source acknowledge by the New Hampshire Department of Health and Human
Services.
1.4.7.2 Food Service License: The contractor is encouraged to hold a valid Food Service
License through the Food Protection Section of the New Hampshire Department of Health
and Human Services, however it is not required. The company must meet the requirements
of He-P 2300, the New Hampshire Rules for the Sanitary Production and Distribution of
Food, with the exception of establishments in self- inspecting communities
