6049 Motor Vehicle Accident (MVA) Repairs Anaconda JCC

1 DESCRIPTION/SPECIFICATIONS/STATEMENT OF WORK 1) General The USDA Forest Service (FS) Anaconda Job Corp has a requirement to secure a qualified vendor who can repair a 2016 Dodge Ram 2500 4x4 truck after it was involved in a Motor Vehicle Accident, said vehicle was purchased by the USDA Forest Service. All labor, parts and products installed, must meet manufacturer’s specifications, this includes all non-OEM aftermarket items which are necessary for a fully operational vehicle. 2) Background Anaconda Job Corps encompasses National Forest Lands in Montana. The repairs of this vehicle are a requirement to meet the mission/ role of Anaconda Job Corps. This vehicle is essential to the day to day operation of the center. This objective is achieved through the quality repairs of vehicles by a vendor which meets or exceeds industry standards. 3) Furnished Equipment a) Government Furnished Equipment: The Government will furnish a vehicle upon which equipment is to be repaired. Vehicle to be repaired include: i) Door #6049 (Anaconda) – 2016 Dodge Ram 2500 4x4 Stake bed b) Contractor Furnished Equipment: The Contractor will furnish all facilities, labor, supervision, transportation, supplies, specified equipment, and any other incidental items or services necessary to successfully install equipment. 4) Delivery Anaconda Job Corps can deliver the vehicle within 100 driving miles per google directions. If the driving path is not a typical path that would be traveled and a reasonable safe path is over the 100 driving miles per google directions. This will be considered to far and not be within the driving distance. The repairs of the vehicle shall not exceed 90 calendar days after receipt of the vehicle and the required equipment. The successful offeror must have the capacity to begin work shorty after contract award. 5) Uniformity Equipment shall be installed in a consistent and standardized manner. This includes the route in which the wiring is laid throughout the interior of the vehicle. The door, bumper grille, lights, side airbags and cab must be restored and installed correctly. Attachment 1 6049 Anaconda JCC MVA Repair (Statement of Work) -- 1 of 3 -- 2 6) Security of Forest Service Vehicles a) Contractor must provide secure storage for all FS vehicles while in their possession. Vehicles must be secured at all time while in the contractor’s possessions including hours when the facility does not have personnel on site. The holding area must be approved prior to award. b) Unauthorized access to Forest Service vehicles shall be strictly prohibited. 7) Damage to Government Property While in the Contractor’s Possession The Contractor shall be responsible for repairing or replacing, at Contractor expense, any Government property damaged during performance of work under this contract. This includes specific equipment items being installed or removed, the entire vehicle while in the possession of the Contractor, and any other Government property furnished to the Contractor to perform these services. At the time the vehicle is delivered to the Contractor, the Contractor shall annotate any significant existing damage (scratches, dents, etc.) to the vehicle. The Contractor shall not be liable for such damage but shall be liable for any additional damage caused by the Contractor or occurring while the vehicle is in the possession of the Contractor. Any such significant additional damage shall be corrected to the satisfaction of the Contracting Officer Representative (COR). 8) Inspection and Acceptance The COR, designated to receive each vehicle will inspect the completed work and identify any deficiencies, including any significant or consequential damage to each vehicle caused by, or while in possession of the Contractor. Contractor shall correct such deficiencies on the spot, when possible, and in all cases, as promptly as practicable. The COR shall promptly indicate acceptance or rejection of completed work. The COR and the Contractor shall arrange a specific time for inspection of the completed vehicle. The warranty period shall commence at the time each vehicle is accepted. 9) Warranty Keeping vehicles on the road and performing to their maximum ability is crucial to the Safety of our employees. The contractor shall provide in writing, warranty on the installation of the equipment and provide an on-site technician for repairs. Finished vehicles which the warranty applies to will be located at Forest Services duty station Anaconda Job Corps. The Contractor upon award will be provided with information in regard to the location in which each vehicle will reside. a) In the event that a warranty issue arises, the COR shall promptly notify the Contractor, via email, identifying the vehicle and the particular deficiency. Once notified, the contractor shall promptly respond by scheduling a time for the vehicle to be inspected and corrected. Attachment 1 6049 Anaconda JCC MVA Repair (Statement of Work) -- 2 of 3 -- 3 b) Accomplish all work in a professional and workmanship like manner at no additional cost to the Government. c) Warranty response time shall be coordinated between the COR and the Contractor. d) Depending on the magnitude of warranty repair to be made, Contractor shall notify the COR and advise whether: i) Repair will be made at designated FS location, or ii) Repair will be performed at the Contractor’s work location e) Warranty repairs shall be made, and vehicle returned to the FS at a mutually agreed upon time between the COR and the Contractor. f) When warranty repair work is performed, a new warranty period of not less than 30 days shall begin for the affected item(s). g) The need for the Contractor to respond to warranty claims and perform warranty repairs shall not be an allowable reason for the Contractor to fail to complete other work on time under the terms of this contract.
