Description
1. Purpose:
1.1 The Department of Veterans Affairs, Eastern Colorado HealthCare System, Rocky Mountain Regional Hospital is requesting a contract for the delivery of Surgical Instrument for Surgery services.
2. Scope:
2.1. The Contractor shall deliver all items listed in section 2.4.
2.2. All items must meet all salient characteristics defined in section 2.4.
2.4 Salient Characteristics:
Memory Alloy Construction (Nerve Hook, Knife Handle): Required for shape retention and precise atraumatic tissue manipulation in confined cardiac spaces. Alternative materials do not provide the same durability or consistent performance.
Scanturian® MIS Platform (All MIS Instruments): Must have long shaft length (~12 1/4” total) with a 6-3/4” working length to accommodate minimally invasive cardiac access while maintaining surgeon ergonomics and control.
Carbon-Inlay Jaws (Needle Holder): Essential for secure needle grasping with 2-0 sutures commonly used in cardiac procedures. Prevents slippage and reduces risk of needle loss in the chest cavity.
Super Cut Scissors (30° and 70°): Dual-angle requirement is essential for varying anatomical approaches. Super Cut technology is required for clean, precise dissection of delicate cardiac tissue without fraying.

2.2 The purchase shall include an original equipment manufacturer (OEM) warranty.
3. Delivery:
3.1 Delivery will be made as soon as possible after award unless specified differently within the scope of the contract. Items are urgently needed.
3.2 Contractor shall deliver all equipment and supplies to the following address.

3.3 Delivery Hours of Operation: Monday – Friday; 0700hrs – 1500hrs; excluding all Federal Holidays and any other day specifically declared a National Holiday by the President of the United States.

3.5 Delivery Markings: Contractor shall deliver items in manufacturer's original sealed containers with manufacturer’s name marked thereon. Deliveries shall be marked with the following information:

3.6 Delivery POC:
4. Operation and Maintenance Deliverables:
4.1 Vendor shall include current operating and maintenance manuals.
4.2 Binders and Digital Copies for all equipment
4.3 Deliver compilation of all manufacturers recommended maintenance schedule and operation materials packaged in binder (s) to the POC listed above.
5. Security Requirements:
5.1 Security background checks are not required.
5.2 Contractor will not have access to VA Desktop computers they will not have access to online resources belonging to the government.
5.3 The Contractor will not have access to protected Patient Health Information (PHI), nor will they have capability of accessing patient information during the services provided to the VA and if removal of equipment from the VA is required; any memory storage device will remain in VA control and will not be removed from VA custody. All research data available for Contractor analysis is de-identified.
5.4 The C&A Requirements do not apply.
5.5 The Security Accreditation Package is not required.
