PERFORMANCE WORK STATEMENT (PWS) – ADVANCED MANAGEMENT PROGRAM (AMP) 1.0 GENERAL This Performance Work Statement (PWS) establishes the requirements for the Advanced Management Program (AMP), a premier leadership course designed to forge the next generation of strategic enterprise leaders for the Department of the Navy. The Contractor shall deliver a transformative learning experience for high-potential mid- career and senior professionals at the Navy Supply Corps School (NSCS), Newport, RI, and across the broader DoW community. The program’s core objective is to accelerate students’ ability to navigate complex global challenges, drive mission-critical innovation, and create decisive strategic advantages. The curriculum must be rigorously aligned with the strategic imperatives of both the Naval Supply Systems Command (NAVSUP) and the Department of War (DoW). 2.0 OBJECTIVE OF COURSE 2.1 Overarching Objective. The primary objective of AMP is to accelerate the development of senior leaders by challenging them to transition from an operational mindset to one of strategic, enterprise-level leadership. The Contractor shall deliver a curriculum that equips participants to wield analytical frameworks, lead through ambiguity, and make decisions that create long-term value and competitive advantage for their organizations. 2.2 Core Learning Objectives. Upon completion of the course, participants will be able to: • Analyze complex geopolitical, technological, and economic trends, and synthesize this information to identify emerging threats and opportunities for the enterprise. • Develop and apply strategic foresight to construct resilient, forward-looking strategies that can adapt to volatile conditions. • Leverage data analytics and emerging technologies to diagnose complex organizational challenges, drive data-informed decisions, and measure strategic outcomes. • Master the principles of organizational change and influence to effectively lead high-performing teams, build coalitions, and cultivate a culture of innovation and continuous improvement across the enterprise. 2.3 Mission. The AMP mission is to “cultivate agile and innovative leaders who drive strategic objectives by mastering emerging technologies, transforming complex challenges into opportunities, and championing a culture of continuous improvement.” 3.0 APPLICABLE DOCUMENTS • NAVSUP Strategic Guidance (2024-2026) • DoW Civilian Leader Development Continuum • Privacy Act of 1974 • Occupational Safety and Health Act (OSHA) • Federal Acquisition Regulations (FAR) 4.0 SCOPE The Contractor shall provide AMP training services for NSCS at the following locations: a) Navy Supply Corps School 1378 Porter Ave Newport, RI 02841 b) Naval Supply Systems Command (NAVSUP) Headquarters -- 1 of 14 -- Naval Support Activity Mechanicsburg 5450 Carlisle Pike Mechanicsburg, PA 17050 c) NAVSUP Weapons Systems Support (WSS) 700 Robbins Ave Philadelphia, PA 19130 5.0 DEFINITIONS 5.1 Activity. Navy Supply Corps School, Newport, RI. 5.2 Contracting Officer's Representative (COR). The COR has complete oversight and is the primary point of contact for all matters pertaining to the performance of this contract. 5.3 Course Material. Requisite Course Materials include, but may not be limited to the following: course syllabus, course schedule, textbooks, handouts, charts, diagrams, models, graphs, visual aids, videos, Compact Discs, Digital Video Disks, student worksheets and exercises, digital/electronic information, or “cloud media”, and classroom projects, which are requisite for the successful completion of the courses. All reading material must be industry-grade and relevant for business professionals. 5.4 Initial Draft. The first contract deliverable is course development. The initial draft shall include, at a minimum: a summary of each topic and subtopic that explains the instructor's understanding of those topics and subtopics in a sequential presentation order; the objectives to be achieved; and the teaching method or methods for course presentation. The initial draft shall also include the draft student exercises, pre- and post-tests (if any), and the classroom (small group) projects that may be used to reinforce course objectives. 5.5 Course Syllabus. The course syllabus shall include a lesson plan on each topic. These lesson plans, which are the building blocks for the comprehensive presentation of each topic, shall be developed using any readily available executive management reference material, contractor proprietary data, as well as any material provided by the Government, such as case studies, etc. Lesson plans, at a minimum, shall include an outline explaining the various topic components, listing the instructor's reference source(s), lesson objectives to be achieved, the estimated time for accomplishment, and the teaching method or methods to be used in each topic presentation. 5.6 Course Material Package. All course materials to be used at the presentation shall be in new condition and provided by the Contractor. 5.7 Presentation of Course Materials. The formal presentation of course materials shall be conducted in- person by the Contractor to the COR and NSCS senior staff. The panel will evaluate the presentation of course materials and execution of the course in accordance with Paragraph 16.6. Presentation of course materials shall take place no later than 60 days prior to initial course, after contract award. If timeline between contract award and first course does not allow 60 days, the Contractor and COR will agree upon an amended schedule for contract deliverables. 5.8 Reference Material. Textbooks, articles, websites, proprietary data, publications, policies and practices relating to business, and any other material used in the course. All reference materials shall be provided by the Contractor. Students must be able to access this material after the course. 5.9 AMP Students. Participants are a mix of Departme
