AGGREGATE STONE: W911RX-26-Q-A032 1.STATEMENT OF WORK (SOW) 1.1 This Statement of Work (SOW) defines the requirements for the procurement, hauling, and delivery of various aggregate stone materials to multiple Directorate of Public Works sites. The primary objective is to maintain tactical trails, base road infrastructure, and erosion control measures essential for sustained mission readiness. 2. Technical Specifications 2.1 All aggregate materials must conform to the following specifications. The contractor is responsible for providing laboratory certification (AASHTO or ASTM standards) for each material lot prior to the initial delivery. Material Code Specification Reference Primary Mission Application AB-3 KDOT Section 1104 / MoDOT Type 5 Aggregate Base Type 3: High-density base course for heavy-duty tactical vehicle lanes and hardstands. SA-1 Select/Stabilized Aggregate (Grade 1) Select Aggregate: Used for subgrade stabilization and shoulder reinforcement where high shear strength is required. SS-5 Screened/Special Sand (Fine) Special Sand: Ideal for pipe bedding, utility trench backfill, and as a leveling course for interlocking pavers or masonry units. Material Code Specification Reference Primary Mission Application Fill Sand (FA-3) Unclassified Structural Fill Utility & Protection: General-purpose sand used for trench backfill, leveling under slabs, and filling sandbags for force protection/fortification. Moisture Content Maintained within ±2% of optimum. Free draining; max 5% moisture by weight. Deleterious Sub. Max 5% (Shale, Coal, or Soft Rock). Clean; free of organic matter or clay balls. Fill Sand (FA-3) Unclassified Structural Fill Utility & Protection: General-purpose sand used for trench backfill, leveling under slabs, and filling sandbags for force protection/fortification. Safety Operations: Mixed with Road Salt during winter operations to increase traction. 3.2 Technical Requirements for Sand -- 2 of 7 -- • Purity: All sand codes (FA-1 through FA-4) must be free of organic matter, roots, sod, or clay balls that could compromise structural integrity or drainage. • Moisture Management: For Fill Sand intended for immediate sandbagging or structural compaction, moisture content should be maintained between 3% and 7% to ensure maximum density and "stackability." • Gradation Verification: The contractor must provide a Sieve Analysis for each code. For example, FA-1 (Concrete Sand) must have a specific distribution of grain sizes to fill voids between larger aggregates in a concrete mix. 3.3 Gradation Requirements (Sieve Analysis) The following table outlines the allowable percentage of material passing through standard sieve sizes for Concrete Sand (FA-1) and Masonry Sand (FA-2), based on ASTM C33 and ASTM C144 standards. Note: General Fill/Bedding Sand (FA-3/FA-4) generally follows the FA-1 curve but allows for higher tolerances on the No. 100 and No. 200 sieves. Logistics and Delivery Requirements 4.1 The contractor shall coordinate deliveries to the following designated locations. All deliveries must be completed using "tight-bed" semi-trailer trucks or dump trucks to prevent material loss during transit. Notice to Proceed: Deliveries shall commence within five (5) business days of the issuance of a Task Order. 2. Weight Verification: Every load must be accompanied by a certified weight ticket from a state-certified public weigher and delivered to the Site Manager or designated representative The ticket must include the Truck ID, Gross Weight, Tare Weight, and Net Weight in tons. 3. Quality Control: The Site Manager reserves the right to reject any load containing excessive fines, clay, or organic debris not specified in the grading requirements. Rejected loads shall be removed and replaced at the contractor's expense. -- 4 of 7 -- 4. Stockpiling: If immediate spreading is not required, material shall be stockpiled at least 200 feet away from any permanent structures or active waterways to prevent runoff. 5. Administrative and Invoicing 5.1 All invoices must be submitted electronically to the Supply Department for processing.
