GENERAL INFORMATION The 42nd Contracting Squadron, 50 LeMay Plaza South, Bldg. 804, Maxwell AFB, AL requires the procurement of Associate Professor of Aerospace Studies (APAS) Instructors for four (4) Regional Commands, and 145 subordinate Detachments in support of the Air Force Reserve Officer Training Corp (AFROTC). This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Revolutionary FAR Overhaul (RFO) Subpart 12.202(b)(1) as supplemented with additional information included in this notice. This official announcement constitutes the only solicitation. Offers are being requested and a separate written solicitation will not be issued. The solicitation number for this procurement is F2XJB16062AW01 and is being issued as a Request for Proposal (RFP). A Firm-Fixed Price Award will be made in accordance with the following: NAICS Code: 611699; Size Standard: $16.5M IMPORTANT NOTES: 1. THE GOVERNMENT IS SOLICITING FOR “OPEN MARKET” OFFERS ONLY. GENERAL SERVICES ADMINISTRATION (GSA) OFFERS OR OTHER GOVERNMENT-WIDE ACQUISITION CONTRACTS (GWAC) OFFERS WILL NOT BE CONSIDERED. 2. THIS REQUIREMENT IS BEING SOLICITED AS A 100% SMALL BUSINESS SET-ASIDE. THIS SOLICITATION INCORPORATES PROVISIONS AND CLAUSES BY REFERENCE. THE FULL TEXT OF PROVISIONS AND CLAUSES MAY BE ACCESSED ELECTRONICALLY AT WWW.ACQUISITION.GOV. NATURE OF ACQUISITION Maxwell AFB, AL requires the procurement of APAS Instructors in accordance with (IAW) Attachment 1, Performance Work Statement (PWS). Schedule of Supplies/Services ITEM Description of Requirement Qty -- 1 of 4 -- 0001 Non-Personal Service: Associate Professor of Aerospace Studies APAS) Instructors in accordance with (IAW) Attachment 1, Performance Work Statement (PWS). Para. 1.4.1-1.4.1.24. Period of Performance: 21 June 2026 – 20 June 2027 12 months Addendum to RFO 52.212-1, Instructions to Offerors- Commercial Products and Commercial Services (Sep 2023). The following is inserted as a new paragraph (f) of the provision: (f) Offer Preparation Instructions. PROPOSAL PREPARATION INSTRUCTIONS: 1. To ensure timely and equitable evaluation of offers, offerors must comply with all instructions contained herein. Failure to do so may result in an offer being determined non-responsive and ineligible for award. Offers must be complete, self-sufficient, and respond directly to the requirements of this solicitation. Offerors must clearly identify any exception to the solicitation terms and conditions and provide complete accompanying rationale. The Government intends to award a single firm-fixed price contract. 2. Offeror agrees to hold the prices in its offer firm for 60 days after submission of offer. Solicitation or modification of offers received at the address specified for the receipt of offers after the exact time specified for receipt of offers will be considered late and handled in accordance with RFO 52.212-1(c)(2). Multiple offers will not be accepted under this solicitation, nor will multiple awards be considered. 3. The Contracting Officer has determined there is a high probability of adequate price competition in this acquisition. If at any time during this competition the Contracting Officer determines that adequate price competition no longer exists; offeror(s) may be required to submit information to the extent necessary for the Contracting Officer to determine the reasonableness of the price. 4. All pertinent questions regarding this solicitation shall be provided in writing via email to both Contract Specialist, Katrice Barganier at katrice.barganier@us.af.mil and Contracting Officer, Mr. Jeremy Kersey at jeremy.kersey.1@us.af.mil no later than 22 May 2026 at 12:00 PM CST. No questions will be accepted after this time. 5. THE OFFEROR’S PROPOSAL SHALL INCLUDE THE FOLLOWING: a. Technical: The written technical proposal for your offer shall be clear and concise. The offer should not simply rephrase or restate the Government's requirements but rather shall provide convincing rationale to address how the offeror intends to meet these requirements. Offerors shall assume the Government has no prior knowledge of their capabilities, work processes, facilities, and experience and will base its evaluation on the information presented in the technical part of your offer. Offeror shall provide a written plan to clearly demonstrate the capability to recruit and provide qualified Associate Professor of Aerospace Studies (APAS) Instructors, in accordance with Technical Exhibit 3 – Places of Performance and Staffing Levels (embedded in the PWS). b. Past Performance: i. The offeror shall include past performance information for at least one (1) and a maximum of three (3) of the most recent (within 5 years from the date of issuance of the solicitation) and relevant contracts or project references (whether federal, state or local Government or private industry) with name, phone number, email information and contract number. ii. Relevant performance is defined as contract efforts for staffing and administrative support to educational entities, similar or greater in scope, magnitude and complexity, than the effort described in this solicitation. Include rationale supporting your assertion of relevance and identify aspects of the contracts deemed relevant and how they relate to the proposed effort. c.
