Description

1. Objective:  The objective of this acquisition is to procure a modernized, interactive Air Traffic Control simulation solution to replace the obsolete static airfield tables currently utilized by the 334th Training Squadron (TRS). This solution is required to support the ATC Apprentice and Airfield Operations Officer courses by providing an immersive, electronic simulation environment that enhances student throughput, realism, and training effectiveness. 2. Scope: The Contractor shall deliver a complete, turnkey simulation solution that includes:  Three (3) electronic ATC static airfield simulator systems.  Development of five (5) distinct training exercises and/or gamified training scenarios.  All necessary hardware, software, installation, on-site training for up to 4 people, and sustainment support to ensure full operational capability. 3. Performance Objectives: The proposed solution must achieve the following performance and operational capabilities: 3.1 Operational & Training Capabilities:  Deliver realistic air traffic control airfield and Class-Delta training scenarios.  Provide high-fidelity visualizations utilizing Canyon (KCYN) Tower as the baseline environment for scenario execution.  Support multiple vantage points during exercises, including tower-cab perspective, overhead/top-down view, and aircraft-perspective view.  Provide simulated radio and landline voice communication capabilities utilizing noise-canceling, Push-To-Talk (PTT) USB headsets.  Incorporate automated voice recognition and response capabilities to simulate pilot/controller interactions.  Ensure lessons and training content align with user-defined Specialty Training Tasks (STS) and meet ATC Apprentice course training objectives.  Include administrative/editing software capabilities that allow Government personnel to independently develop, modify, and manage training content. 3.2 Hardware & System Requirements:  Utilize an interactive touchscreen display interface of at least 65 inches to facilitate group training and situational awareness.  Provide motorized, adjustable mounting stands capable of modifying height and tilt (supporting both vertical display and horizontal/tabletop orientation).  Ensure full software compatibility with the Windows Operating System.  Security/Network Requirement: The system must be capable of full operation in a standalone environment without requiring internet or Wi-Fi connectivity. 3.3 Delivery, Installation & Sustainment:  Provide complete shipping, on-site configuration, and installation of all systems.  Provide comprehensive on-site training for up to 4 people.  Provide a minimum of 4 hard copies User manuals/guides for instructors and system administrators. -- 1 of 2 --  Provide sustainment support, including system/software warranty, responsive phone/email troubleshooting, and routine software updates. -- 2 of 2 --
